Abstract

Berjalan kaki merupakan moda transportasi paling universal yang mendukung keberlanjutan lingkungan, kesehatan, dan sosial-ekonomi. Konsep walkability menekankan pada kualitas lingkungan binaan yang ramah pejalan kaki termasuk dan kualitas jalur pedestrian. Meskipun Surabaya telah meningkatkan fasilitas pedestrian, kualitasnya masih belum merata, termasuk di kawasan Stasiun Wonokromo yang memiliki potensi dikembangkan sebagai kawasan berorientasi transit (TOD). Stasiun Wonokromo merupakan simpul transportasi penting, namun terdapat berbagai permasalahan seperti trotoar sempit, tidak kontinu, rusak, serta terhalang PKL dan parkir liar. Kondisi ini berdampak pada rendahnya tingkat walkability di kawasan tersebut. Oleh karena itu, penilaian tingkat walkability diperlukan untuk mengetahui persepsi pengguna terhadap kualitas jalur pejalan kaki serta merumuskan arahan pengembangan yang dapat mendukung terciptanya lingkungan ramah pejalan kaki di kawasan Stasiun Wonokromo. Penelitian ini bertujuan untuk merumuskan arahan pengembangan jalur pejalan kaki di sekitar kawasan Stasiun Wonokromo. Penelitian ini menggunakan 11 variabel yang selanjutnya dibobotkan dengan metode Analytical Hierarchy Process (AHP) yang melibatkan 5 stakeholder ahli. Hasil pembobotan kemudian digunakan dalam analisis skoring walkability berdasarkan hasil survei 102 responden pejalan kaki. Penilaian walkability dilakukan pada empat ruas jalan terpilih: Jalan Stasiun Wonokromo, Jalan Wonokromo, Jalan Pulo Wonokromo, dan Jalan Jagir Wonokromo. Hasil pembobotan variabel walkability menghasilkan 3 variabel dengan bobot tertinggi di antaranya V1 (Ketersediaan dan lebar jalur pejalan kaki) (0,267), V9 (Keselamatan penyeberangan) (0,144), dan V3 (Ketersediaan infrastruktur penunjang disabilitas) (0,143). Sedangkan, 3 variabel dengan bobot terendah yang berpengaruh pada penilaian walkability adalah variabel V4 (Kebersihan dan pemeliharaan) sebesar 0,018, V6 (Amenitas pendukung) (0,019), dan V8 Keamanan dari kejahatan) (0,043). Sementara itu, hasil penilaian walkability menunjukkan bahwa sebagian besar ruas jalan memiliki tingkat walkability yang belum maksimal. Jalan Wonokromo memperoleh skor tertinggi (66,74) termasuk pada kategori “waiting to walk” dan “Indeks kelayakan berjalan Baik”, disusul dengan Jalan Stasiun Wonokromo (52,40) termasuk dalam kategori “waiting to walk” dan “Indeks kelayakan berjalan cukup baik”. Sementara itu, Jalan Jagir Wonokromo (43,51) dan Jalan Pulo Wonokromo (43,25) termasuk dalam kategori “not walkable” dan “Indeks kelayakan berjalan kurang baik”. Berdasarkan hasil tersebut, dirumuskan arahan pengembangan pada setiap variabel di seluruh ruas jalan penelitian untuk meningkatkan kualitas lingkungan berjalan kaki, seperti revitalisasi jalur pejalan kaki eksisting, penambahan jalur pejalan kaki pada kedua sisi jalan dengan lebar minimal 2m, menyediakan fasilitas penyeberangan, pemasangan guiding block, ramp, bollard, dan arahan lainnya. Penelitian ini diharapkan menjadi landasan dalam mewujudkan area di sekitar Stasiun Wonokromo yang lebih ramah bagi pejalan kaki.

Walking is the most universal mode of transportation that supports environmental sustainability, public health, and socio-economic aspects. The concept of walkability emphasizes the quality of pedestrian-friendly built environments, including the quality of pedestrian pathways. Although Surabaya has made improvements to pedestrian facilities, their quality remains uneven, particularly around Wonokromo Station, which has the potential to be developed as a transit-oriented development (TOD) area. Wonokromo Station is an important transportation hub but faces various issues such as narrow, discontinuous, and damaged sidewalks, as well as obstructions from street vendors and illegal parking. These conditions contribute to the low walkability level in the area. Therefore, assessing walkability is necessary to understand users' perceptions of pedestrian pathway quality and to formulate development guidelines that foster a pedestrian-friendly environment in the Wonokromo Station area. This study aims to formulate pedestrian pathway development guidelines around the Wonokromo Station transit area. Eleven variables were employed and weighted using the Analytical Hierarchy Process (AHP) method with input from five expert stakeholders. The resulting weights were applied in a walkability scoring analysis based on a survey of 102 pedestrians. Walkability assessments were conducted on four selected road segments: Jalan Stasiun Wonokromo, Jalan Wonokromo, Jalan Pulo Wonokromo, and Jalan Jagir Wonokromo. The variable weighting identified the top three variables: V1 (Availability and width of pedestrian pathways) (0.267), V9 (Crossing safety) (0.144), and V3 (Availability of disability-supporting infrastructure) (0.143). Conversely, the lowest-weighted variables were V4 (Cleanliness and maintenance) (0.018), V6 (Supporting amenities) (0.019), and V8 (Safety from crime) (0.043). The walkability results indicate that most road segments are not yet optimal. Jalan Wonokromo achieved the highest score (66.74), categorized as “waiting to walk” and rated “Good” on the walkability index, followed by Jalan Stasiun Wonokromo (52.40) in the “waiting to walk” and “Fairly Good” categories. Jalan Jagir Wonokromo (43.51) and Jalan Pulo Wonokromo (43.25) fall into the “not walkable” and “very inadequate” categories. Based on these results, development guidelines were formulated for each variable and road segment to improve pedestrian environment quality, including revitalizing existing pathways, providing sidewalks on both sides with a minimum width of 2 m, providing crossing facilities, and installing guiding blocks, ramps, bollards, and other features. This study is expected to serve as a foundation for creating a more pedestrian-friendly area around Wonokromo Station.
