Abstract

Industri pengerukan memiliki risiko kecelakaan kerja yang tinggi, sehingga evaluasi budaya keselamatan menjadi krusial untuk menekan potensi kerugian. Penelitian ini bertujuan untuk menganalisis pengaruh Safety Observation Cards (SOC) terhadap hubungan 9 building block pada Safety Model Canvas (SMC) sebagai alat ukur kematangan budaya keselamatan. Dimensi budaya keselamatan yang diuji adalah commitment, leadership, responsibility, competence, engagement & involvement, information & communication, risk perceived, dan organizational learning, yang dihubungkan dengan risk controlled sebagai tujuan akhir. Metode penelitian ini menggunakan pendekatan kuantitatif melalui penyebaran kuesioner kepada 95 pekerja di sebuah perusahaan pengerukan dan analisis data observasi dari 595 laporan Safety Observation Card. Hubungan kausal antar variabel dimodelkan dan diuji menggunakan Structural Equation Modeling - Partial Least Square (SEM-PLS) untuk menguji 12 hipotesis yang diajukan. Hasil penilaian menunjukkan tingkat kematangan budaya keselamatan perusahaan berada pada level "Planned" dengan skor akhir 3,57. Analisis model persamaan struktural menunjukkan bahwa 8 dari 12 hipotesis diterima secara signifikan, yang mengonfirmasi bahwa Safety Observation Card berpengaruh positif terhadap engagement & involvement serta information & communication. Namun, model juga mengidentifikasi adanya kelemahan sistemik pada jalur yang melibatkan organizational learning. Berdasarkan temuan tersebut, disusun alur perbaikan menggunakan kerangka kerja Safety Model Canvas yang memprioritaskan perbaikan pada dimensi dengan skor terendah untuk meningkatkan budaya keselamatan perusahaan secara terstruktur dan berkelanjutan.

The dredging industry poses high occupational accident risks, making the evaluation of safety culture crucial to mitigate potential losses. This research aims to analyze the influence of Safety Observation Cards (SOC) on the relationship between the 9 building blocks of the Safety Model Canvas (SMC) as a tool for measuring safety culture maturity. The safety culture dimensions tested are commitment, leadership, responsibility, competence, engagement & involvement, information & communication, risk perceived, and organizational learning, which are linked to risk controlled as the ultimate goal. This study employs a quantitative approach by distributing questionnaires to 95 workers in a dredging company and analyzing observational data from 595 Safety Observation Card reports. The causal relationships between variables were modeled and tested using Structural Equation Modeling - Partial Least Square (SEM-PLS) to examine 12 proposed hypotheses. The assessment results indicate that the company's safety culture maturity is at the "Planned" level, with a final score of 3.57. The structural equation model analysis shows that 8 out of 12 hypotheses were significantly accepted, confirming that SOC has a positive influence on engagement & involvement as well as information & communication. However, the model also identified a systemic weakness in the pathway involving organizational learning. Based on these findings, an improvement pathway was developed using the Safety Model Canvas framework, prioritizing enhancements for the lowest-scoring dimensions to improve the company's safety culture in a structured and sustainable manner.
