Abstract

Penelitian ini berfokus pada penyusunan arahan pengembangan Low Emission Zone di kawasan Sudirman Central Business District, Jakarta. Kualitas udara di Jakarta, khususnya di pusat kota seperti SCBD, seringkali berada pada tingkat yang mengkhawatirkan, dengan sektor transportasi menjadi kontributor emisi utama. Penelitian ini menggunakan pendekatan campuran dengan metode Content Analysis untuk mengidentifikasi jenis-jenis infrastruktur pendukung yang relevan dalam penerapan LEZ di SCBD. Populasi penelitian melibatkan beberapa ahli dalam bidang lingkungan dan transportasi, yang diidentifikasi melalui analisis stakeholder. Selain itu, analisis statistik deskriptif dan expectation gap analysis digunakan untuk menghitung skenario kebutuhan infrastruktur pendukung berdasarkan hasil identifikasi awal. Hasil penelitian mengidentifikasi bahwa infrastruktur pendukung pejalan kaki memiliki urgensi tertinggi dalam mendukung penerapan LEZ di SCBD, diikuti oleh infrastruktur pendukung kualitas udara dan transportasi umum. Pemodelan skenario intervensi menunjukkan bahwa pelebaran jalur pejalan kaki dapat meningkatkan ketersediaan jalur pejalan kaki dan secara signifikan menurunkan kapasitas volume jalan. Intervensi yang mengintegrasikan jalur pejalan kaki dengan jalur pesepeda atau jalur transportasi umum juga menunjukkan dampak positif pada penurunan kapasitas volume jalan, mendukung pergeseran menuju mobilitas yang lebih berkelanjutan. Secara keseluruhan, penelitian ini menyimpulkan bahwa kombinasi penerapan berbagai jenis infrastruktur pendukung Low Emission Zone di wilayah Sudirman Central Business District sangat diperlukan untuk meningkatkan efektivitas dari penerapan kebijakan LEZ. Rekomendasi mencakup intervensi terpadu melalui pelebaran trotoar, peningkatan kualitas infrastruktur pejalan kaki, serta dukungan push policy dan sistem evaluasi berkala.

This study focuses on developing roadmap for the establishment of a Low Emission Zone in the Sudirman Central Business District area of Jakarta. Air quality in Jakarta, particularly in central areas such as SCBD, is often at alarming levels, with the transportation sector being the main contributor to emissions. This study utilizes a mixed-method approach using Content Analysis to identify the types of relevant supporting infrastructure to the implementation of an LEZ in SCBD. The study population includes several experts in the fields of environment and transportation, identified through stakeholder analysis. Additionally, descriptive statistical analysis and expectation gap analysis are used to calculate supporting infrastructure requirements based on initial identification results. This study identified that pedestrian supporting infrastructure has the highest urgency in supporting the implementation of LEZ in SCBD, followed by air quality supporting infrastructure and public transportation supporting infrastructure. Scenario modelling of interventions shows that widening pedestrian paths can increase the availability of pedestrian paths and significantly reduce road volume capacity. Interventions that integrate pedestrian paths with bicycle paths or public transport routes also show a positive impact on reducing road capacity, supporting a shift towards more sustainable mobility. Overall, this study concludes that the combination of implementing various types of Low Emission Zone supporting infrastructure’s in the Sudirman Central Business District is essential to enhance the effectiveness of LEZ policy implementation. Further recommendations included such as integrating interventions through widening sidewalks, improving pedestrian infrastructure quality, as well as push policies implementation and a regular evaluation system.
