Abstract

Jalan raya berperan penting sebagai sarana transportasi darat yang mendukung aktivitas ekonomi dan mobilitas masyarakat. Namun, Jalan Raya Cerme-Metatu di Kota Gresik menunjukkan tingkat kecelakaan dan kemacetan yang terus meningkat. Kondisi geometrik yang tidak ideal, minimnya fasilitas keselamatan, dan kerusakan fisik jalan berkontribusi signifikan terhadap rendahnya tingkat keselamatan pengguna jalan. Penelitian ini bertujuan untuk mengevaluasi kelayakan fungsi jalan pada ruas tersebut menggunakan metode Pemeringkatan Bintang (Star Rating), sesuai dengan pedoman Peraturan Menteri Pekerjaan Umum Nomor 06/P/BM/2024.
Metode penelitian meliputi penilaian kondisi keselamatan jalan, identifikasi faktor risiko kecelakaan, dan pemberian rekomendasi perbaikan. Analisis ini juga mencakup estimasi biaya yang diperlukan untuk implementasi rekomendasi tersebut. Hasil penelitian menunjukkan bahwa faktor-faktor seperti desain geometrik, kualitas infrastruktur jalan, dan fasilitas keselamatan jalan memiliki dampak signifikan terhadap tingkat risiko kecelakaan.
Hasil yang diharapkan adalah mengetahui tingkat keselamatan serta upaya penanganan yang dapat diberikan agar ruas jalan tersebut dapat dioperasikan dengan aman dan nyaman bagi pengguna jalan. Juga dapat memberikan perhitungan rencana anggaran biaya yang diperlukan untuk rekomendasi yang sesuai dengan kelaikan fungsi jalan.

Highways play an important role as a means of land transportation that supports economic activities and community mobility. However, the Cerme-Metatu highway in Gresik City shows a continuously increasing rate of accidents and congestion. The ideal geometric conditions, lack of safety facilities, and physical road damage significantly contribute to the low safety level of road users. This study aims to evaluate the functional feasibility of the road section using the Star Rating method, in accordance with the guidelines of the Minister of Public Works Regulation Number 06/P/BM/2024.
The research method includes an assessment of road safety conditions, identification of accident risk factors, and providing recommendations for improvements. This analysis also includes an estimation of the costs required for the implementation of those recommendations. The results of the study indicate that factors such as geometric design, the quality of road infrastructure, and road safety facilities significantly impact the level of accident risk.
The expected outcome is to determine the safety level and the handling efforts that can be provided so that the road section can be operated safely and comfortably for road users. It can also provide calculations for the budget plan needed for recommendations that are in accordance with the road's functional feasibility.
