Abstract
Pekerjaan konstruksi merupakan kegiatan dengan tingkat risiko tinggi karena melibatkan interaksi antara material, peralatan, metode kerja, dan tenaga kerja. Risiko ini dapat memicu kecelakaan kerja dan gangguan kesehatan, khususnya pada proyek dengan lingkungan kerja terbuka, termasuk Proyek Toll Road Development of Semarang – Demak 1B. Angka kecelakaan kerja di Indonesia yang terus meningkat dari tahun ke tahun menunjukkan bahwa penerapan sistem manajemen keselamatan konstruksi perlu terus diperkuat, guna menciptakan tempat kerja yang aman, efisien, dan produktif. Penelitian ini bertujuan untuk merencanakan Sistem Manajemen Keselamatan Konstruksi (SMKK) dengan metode Job Hazard Analysis (JHA) pada Proyek Toll Road Development of Semarang – Demak 1B STA 1+586 – 8+314. Dan menghitung Rencana Anggaran Biaya (RAB) penyelenggaraan Sistem Manajemen Keselamatan Konstruksi (SMKK) sesuai dengan Permen PUPR No. 8 Tahun 2023. Metode JHA digunakan untuk mengidentifikasi risiko dari berbagai pekerjaan serta pengendalian berupa eliminasi, subtitusi, kontrol teknik, administrasi dan Alat Pelindung Diri (APD). Hasil penelitian menunjukkan bahwa dari total 167 risiko bahaya yang teridentifikasi, terdapat 31 risiko rendah, 99 risiko sedang, dan 37 risiko tinggi. Nilai RAB SMKK pada Proyek Toll Road Development of Semarang – Demak 1B STA 1+586 – 8+314 berdasarkan analisis ini sebesar Rp26.238.816.000,00 atau sekitar 1,16% dari total proyek sebesar Rp2.268.488.629.000,00. Dalam perencanaan SMKK menggunakan metode JHA, diharapkan dapat mengurangi angka kecelakaan kerja, dan menjamin keberlangsungan proyek sesuai dengan standar keselamatan dan kesehatan kerja yang berlaku. =========================================================================================================================================
Construction work is a high-risk activity because it involves the interaction between materials, equipment, work methods, and labor. These risks can lead to workplace accidents and health issues, particularly in projects with open work environments, including the Semarang – Demak 1B Toll Road Development Project. The continuously rising number of workplace accidents in Indonesia each year indicates that the implementation of construction safety management systems must be further strengthened to create safe, efficient, and productive workplaces. This study aims to plan a Construction Safety Management System (CSMS) using the Job Hazard Analysis (JHA) method for the Semarang – Demak 1B Toll Road Development Project STA 1+586 – 8+314. And calculating the Budget Plan (RAB) for the implementation of the Construction Safety Management System (CSMS) in accordance with Ministry of Public Works and Housing Regulation (Permen PUPR) No. 8 of 2023. The JHA method is used to identify risks from various tasks and control measures such as elimination, substitution, technical controls, administrative controls, and Personal Protective Equipment (PPE). The research results show that out of a total of 167 identified hazards, there are 31 low-risk hazards, 99 moderate-risk hazards, and 37 high-risk hazards. The SMKK RAB value for the Semarang – Demak 1B Toll Road Development Project STA 1+586 – 8+314, based on this analysis, is IDR 26,238,816,000.00 or approximately 1.16% of the total project cost of IDR 2,268,488,629,000.00. In planning the SMKK using the JHA method, it is hoped that this will reduce the number of workplace accidents and ensure the project’s sustainability in accordance with applicable occupational safety and health standards.
