Abstract
Pembangunan kawasan berorientasi transit (TOD) sebagai merupakan salah satu respons yang dinilai dapat mengakomodasi kebutuhan sekaligus mengatasi eksternalitas perkotaan, seperti kemacetan akibat tingginya penggunaan kendaraan bermotor. Konsep TOD mengintegrasikan tata guna lahan campuran dengan sistem transportasi umum. Penelitian ini bertujuan untuk mengeksplorasi kesiapan Kota Surabaya dalam mengimplementasikan TOD melalui pendekatan komprehensif, meliputi variabel teknis dan politis, serta memberikan rekomendasi dalam mengatasi hambatan yang terjadi. Metode analisis yang digunakan adalah analisis delphi untuk memperoleh konsensus terkait indikator dan variabel yang perlu dipertimbangkan dalam implementasi TOD. Kemudian, dilanjutkan dengan analisis kesesuaian karakteristik kawasan di sekitar Terminal Intermoda Joyoboyo yang mengacu pada terminologi 7D (Density, Diversity, Design, Destination Accessibility, Distance to Transit, Demand Management, dan Demography) yang diselaraskan dengan Peraturan Menteri ATR/BPN No. 16 Tahun 2017 tentang Pedoman Pengembangan Kawasan Berorientasi Transit. Selain itu, dilakukan wawancara mendalam kepada pemangku kepentingan untuk mengetahui kesiapan variabel politis di Kota Surabaya. Dilanjutkan dengan perumusan rekomendasi untuk mendorong terwujudnya variabel teknis berdasarkan peran variabel politis. Hasil penelitian menunjukkan bahwa seluruh variabel teknis dan politis perlu dipertimbangkan dalam implementasi TOD. Adapun berdasarkan tinjauan kondisi eksisting pada lokasi studi, ditemukan beberapa variabel teknis yang belum sesuai dengan parameter yang di syaratkan pada Peraturan Menteri ATR/BPN No. 16 Tahun 2017. Namun, kondisi eksisting di lokasi studi menunjukkan beberapa variabel teknis belum sesuai parameter Peraturan Menteri ATR/BPN No. 16 Tahun 2017. Rekomendasi yang dirumuskan untuk mewujudkan kesesuaian variabel teknis berdasarkan peran variabel politis meliputi penguatan konsistensi regulasi melalui integrasi kebijakan tata guna lahan dan transportasi, penguatan koordinasi dan kolaborasi kelembagaan, dan mekanisme pendanaan alternatif yang berkelanjutan.

The development of Transit-Oriented Development (TOD) areas is considered a strategic response to accommodate urban needs while addressing externalities such as traffic congestion caused by high motor vehicle usage. TOD represents a sustainable urban concept by integrating mixed land use with public transportation systems. This study aims to explore the readiness of Surabaya City in implementing TOD through a comprehensive approach, covering both technical and political aspects, and to provide recommendations for overcoming existing barriers. The analytical methods used include the Delphi technique to establish consensus on key indicators and variables relevant to TOD implementation. This is followed by an assessment of the area surrounding the Joyoboyo Intermodal Terminal using the 7D framework, Density, Diversity, Design, Destination Accessibility, Distance to Transit, Demand Management, and Demography, aligned with the Ministerial Regulation of ATR/BPN No. 16 of 2017 on TOD Development Guidelines. In-depth interviews with key stakeholders were also conducted to assess the political readiness of the city, which informed the formulation of recommendations that align technical implementation with political support. The findings indicate that both technical and political variables are essential for successful TOD implementation. However, the existing conditions at the study site reveal that several technical variables do not yet meet the standards outlined in the regulation. To address this gap, several recommendations are proposed based on the role of political variables, including strengthening regulatory consistency through integrated land use and transportation policies, enhancing institutional coordination and collaboration, and establishing sustainable alternative funding mechanisms for TOD projects.
