Abstract
Salah satu respons kebijakan Pemerintah Indonesia terhadap tingginya kebutuhan hunian Masyarakat Berpenghasilan Rendah (MBR) adalah melalui program Rumah Susun Sederhana Sewa (Rusunawa). Namun, di Kota Surabaya, efektivitas dan efisiensi Rusunawa dinilai belum optimal dalam menjawab krisis hunian. Housing Voucher menjadi kebijakan alternatif yang paling direkomendasikan, khususnya dalam implementasinya di negara maju. Penelitian ini bertujuan membandingkan efektivitas dan efisiensi antara skema pembangunan Rusunawa dan pemberian Housing Voucher, dengan studi kasus di Kota Surabaya. Digunakan pendekatan deduktif kuantitatif melalui metode analisis cost-effectiveness dan regresi logistik biner. Hasil penelitian menunjukkan bahwa Housing Voucher untuk apartemen kelas menengah ke bawah lebih adaptif dalam merespons krisis hunian MBR di Kota Surabaya karena sesuai dengan preferensi mayoritas masyarakat (85,4%) meskipun efisiensinya lebih rendah dibanding Rusunawa. Sementara itu, Rusunawa tetap relevan sebagai opsi berbasis aset publik yang efisien secara fiskal, namun terbatas dari sisi kecepatan dan kapasitas penyediaan unit.

One of the policy responses of the Indonesian government to the growing need for housing among Low-Income Communities (MBR) is the implementation of the Public Rental Housing Program (Rusunawa). However, in the city of Surabaya, the effectiveness and efficiency of Rusunawa are considered suboptimal in addressing the housing crisis. The Housing Voucher scheme emerges as the most recommended alternative policy, particularly based on its implementation in developed countries. This study aims to compare the effectiveness and efficiency of the Rusunawa construction scheme with the provision of Housing Vouchers, using a case study in Surabaya. A deductive quantitative approach is applied, employing cost-effectiveness analysis and binary logistic regression. The findings indicate that Housing Vouchers for lower-middle-class apartments are more adaptive in addressing the MBR housing crisis in Surabaya, as they align with the preferences of the majority of respondents (85.4%), despite having lower fiscal efficiency compared to Rusunawa. Meanwhile, Rusunawa remains relevant as a public asset-based option that is fiscally efficient, although it is limited in terms of speed and unit supply capacity.
