Abstract
Pengolahan limbah cair rumah tangga di Kepulauan Karimun menghadapi kendala signifikan karena kapasitas Instalasi Pengolahan Air Limbah (IPAL) lokal hanya mampu mengolah 9% dari total limbah cair yang dihasilkan, sehingga berpotensi menyebabkan kerusakan lingkungan dan kekurangan air bersih. Penelitian ini bertujuan untuk mengembangkan model perencanaan infrastruktur Terminal untuk Kepentingan Sendiri (TUKS) guna mendukung transportasi dan pengolahan limbah cair rumah tangga dari Kepulauan Karimun ke IPAL Bengkong di Batam, yang pada tahun 2025 memiliki kapasitas pengolahan sebesar 44.316 m³/hari. Penelitian ini menggunakan metode Hub & Spoke untuk merancang sistem transportasi laut, dengan analisis tiga skenario: Direct, 2 Hub, dan 3 Hub (menggunakan Hub Karimun, Kundur, dan Keban). Metode lain yang diterapkan meliputi metode forecasting untuk memproyeksikan volume limbah cair, kebutuhan air tawar, dan pupuk kompos; desain konseptual untuk merancang layout TUKS; serta metode optimasi untuk menentukan skenario transportasi dan infrastruktur paling efisien berdasarkan Present Value (PV) total cost. Analisis menunjukkan bahwa skenario 3 Hub adalah pilihan paling ekonomis. Infrastruktur TUKS yang dirancang mencakup dermaga curah cair untuk limbah cair dan air tawar, dermaga general cargo untuk pupuk kompos, gudang, tangki penyimpanan, trestle, serta alat bongkar muat seperti Marine Loading Arm (MLA) dan Harbour Mobile Crane (HMC). Rincian infrastruktur meliputi: IPAL Bengkong dengan 500 m² gudang, 11 tangki limbah cair, 9 tangki air tawar, dan trestle 624,47 m; Hub Karimun dengan 500 m² gudang, 9 tangki limbah cair, 7 tangki air tawar, dan trestle 92,81 m; Hub Kundur dengan 200 m² gudang, 3 tangki limbah cair, 2 tangki air tawar, dan trestle 160,39 m; serta Hub Keban dengan 100 m² gudang, 1 tangki limbah cair, 1 tangki air tawar, dan trestle 40 m. Total biaya investasi adalah Rp371,79 miliar untuk TUKS IPAL Bengkong, Rp207,22 miliar untuk Hub Karimun, Rp212,45 miliar untuk Hub Kundur, dan Rp183,05 miliar untuk Hub Keban. Penelitian ini juga memproyeksikan potensi pemanfaatan limbah cair untuk menghasilkan air tawar dan pupuk kompos guna memenuhi kebutuhan lokal dan mendukung keberlanjutan lingkungan. Hasil penelitian ini diharapkan menjadi acuan strategis bagi pemerintah dan pemangku kepentingan dalam merancang sistem pengelolaan limbah cair yang efisien dan berkelanjutan di wilayah kepulauan.

The management of household liquid waste in the Karimun Islands faces significant challenges due to the local Wastewater Treatment Plant (IPAL) capacity, which can only process 9% of the total waste generated, potentially leading to environmental degradation and freshwater shortages. This study aims to develop an infrastructure planning model for Terminals for Own Use (TUKS) to support the transportation and processing of household liquid waste from the Karimun Islands to the IPAL Bengkong in Batam, which has a processing capacity of 44,316 m³/day in 2025. The research employs the Hub & Spoke method to design a maritime transportation system, analyzing three scenarios: Direct, 2 Hub, and 3 Hub (utilizing Hub Karimun, Kundur, and Keban). Additional methods include forecasting to project liquid waste volume, freshwater, and compost fertilizer needs; conceptual design for TUKS layout; and optimization to determine the most efficient transportation and infrastructure scenario based on Present Value (PV) unit cost. The analysis identifies the 3 Hub scenario as the most cost-effective. The proposed TUKS infrastructure includes liquid bulk piers for waste and freshwater, general cargo piers for compost fertilizer, warehouses, storage tanks, trestles, and loading/unloading equipment such as Marine Loading Arms (MLA) and Harbour Mobile Cranes (HMC). The infrastructure details are: IPAL Bengkong with a 500 m² warehouse, 11 waste tanks, 9 freshwater tanks, and a 624.47 m trestle; Hub Karimun with a 500 m² warehouse, 9 waste tanks, 7 freshwater tanks, and a 92.81 m trestle; Hub Kundur with a 200 m² warehouse, 3 waste tanks, 2 freshwater tanks, and a 160.39 m trestle; and Hub Keban with a 100 m² warehouse, 1 waste tank, 1 freshwater tank, and a 40 m trestle. The total investment costs are Rp371.79 billion for TUKS IPAL Bengkong, Rp207.22 billion for Hub Karimun, Rp212.45 billion for Hub Kundur, and Rp183.05 billion for Hub Keban. The study also projects the potential utilization of liquid waste to produce freshwater and compost fertilizer to meet local needs and support environmental sustainability. These findings are expected to serve as a strategic reference for policymakers and stakeholders in designing an efficient and sustainable waste management system in island regions.
