Abstract
Wilayah Sumatra Bagian Selatan (Sumbagsel) memiliki peran strategis dalam perdagangan dan logistik yang berdekatan dengan jalur perdagangan internasional. Arus petikemas di wilayah Sumatra Bagian Selatan meningkat setiap tahunnya, hal itu menyebabkan kapasitas pelabuan saat ini tidak cukup untuk melayani arus petikemas untuk jangka 20 tahun kedepan. Penelitian ini bertujuan untuk mengembangkan model pemilihan keputusan dalam penetapan pelabuhan hub regional di Sumatra Bagian Selatan untuk mengoptimalkan efesiensi logisik petikemas. Metode penelitian meliputi analisis kondisi eksisting pelabuhan, proyeksi arus petikemas, perhitungan biaya pengiriman, optimasi pemilihan lokasi pelabuhan hub, serta analisis kelayakan investasi. Berdasarkan analisis, Pelabuhan Hub Tanjung Carat terpilih melayani petikemas dari Provinsi Bangka Belitung, Jambi, dan Sumatra Selatan, sedangkan Pelabuhan Hub Panjang Lampung melayani Provinsi Bengkulu dan Lampung. Hasil analisis biaya pengiriman petikemas menunjukan bahwa biaya pengiriman petikemas rute Hub Panjang lebih mahal dibandingkan dengan rute eksisiting, sehingga Pelabuhan Hub Panjang tidak dijadikan helabuhan hub regional Sumatra Bagian Selatan. Total investasi untuk pembangunan Pelabuhan Hub Tanjung Carat mencapai Rp3,64 trilliun dengan Break Even Point (BEP) pada tahun ke-8, dan Benefit Cost Ratio (BCR) sebesar 1,58. Penelitian ini menunjukkan bahwa Pelabuhan Hub Tanjung Carat layak dibangun untuk meningkatkan kapasitas dan efisiensi logistik di Sumatra Bagian Selatan, dengan rekomendasi untuk mempertimbangkan muatan nonpetikemas pada penelitian selanjutnya.

The Southern Sumatra Region (Sumbagsel) plays a strategic role in trade and logistics due to its proximity to international trade routes. The container flow in the Southern Sumatra Region increases annually, resulting in the current port capacity being insufficient to handle container traffic for the next 20 years. This study demonstrated to develop a decision-making model for selecting a regional hub port in Southern Sumatra to optimize container logistics efficiency. The research methodology includes analyzing the existing port conditions, projecting container flow, calculating shipping costs, optimizing the selection of the Hub Port location, and conducting an investment feasibility analysis. Based on the analysis, Tanjung Carat Hub Port was selected to serve containers from Bangka Belitung, Jambi, and South Sumatra provinces, while Panjang Lampung Hub Port was designated to serve Bengkulu and Lampung provinces. The analysis of container shipping costs indicated that the shipping costs for the Panjang Hub route were higher than those for the existing route, leading to the decision not to designate Panjang Hub Port as the Regional Hub Port for Southern Sumatra. The total investment for the development of Tanjung Carat Hub Port amounted to IDR 3,64 trillion, with a Break-Even Point (BEP) in the 8th year and a Benefit-Cost Ratio (BCR) of 1,58. This study demonstrates that Tanjung Carat Hub Port was feasible for development to enhance capacity and logistics efficiency in Southern Sumatra Region, with a recommendation to consider non-container cargo in future research.
