Abstract

Pengadaan barang/jasa memiliki peranan penting untuk memberikan keuntungan bagi perusahaan serta menghindari kerugian. Hal ini dikarenakan pengadaan barang/jasa merupakan salah satu faktor kunci supply chain di lingkungan PT PLN (Persero). Penyedia barang/jasa (vendor) ialah aspek yang sangat signifikan dan krusial dalam proses pengadaan barang/jasa. Posisi yang dihadapi oleh PLN UP3 Bontang saat ini, belum efektifnya penilaian kinerja vendor termasuk tindaklanjutnya, serta belum adanya aturan terkait pemilihan vendor, sehingga proses pengadaan menjadi lebih lama. Hasil penilaian kinerja vendor dinilai masih subjektif, dan tidak adanya perbaikan kinerja pada vendor. Operasional suatu perusahaan akan terganggu apabila terjadi ketidaktepatan dalam pemilihan vendor, sehingga perancangan model penilaian kinerja vendor memiliki peranan penting dalam mengembangkan sistem pengelolaan vendor yang efektif dan efisien, serta memperkuat hubungan kerjasama antara perusahaan dan vendor. Hasil penelitian ini menunjukkan bahwa sistem penilaian kinerja vendor yang dirancang dapat digunakan sebagai alat bantu pengambilan keputusan strategis oleh PT PLN (Persero) UP3 Bontang, khususnya dalam proses evaluasi kelayakan perpanjangan kontrak, pemberian insentif, serta perencanaan program pembinaan vendor berkinerja rendah. Melalui pendekatan berbasis data yang menggabungkan metode AHP dan TOPSIS, model ini mampu mengidentifikasi vendor dengan performa tertinggi dan memberikan ranking yang objektif dan terukur. Dengan demikian, sistem ini tidak hanya meningkatkan akuntabilitas proses pengelolaan vendor, tetapi juga memperkuat kemitraan yang berorientasi pada pencapaian target operasional dan standar kualitas yang ditetapkan perusahaan.

The procurement of goods and services plays a critical role in ensuring corporate profitability and mitigating risks. As a key component of the supply chain within PT PLN (Persero), the role of vendors is both significant and strategic. At PLN UP3 Bontang, the current vendor performance evaluation process remains ineffective due to the absence of standardized assessment criteria and follow-up mechanisms. Furthermore, the lack of established vendor selection policies has contributed to procurement delays. Existing evaluations tend to be subjective and have not led to measurable improvements in vendor performance. Ineffective vendor selection can disrupt company operations, making the design of a vendor performance evaluation model essential to developing an effective and efficient vendor management system and fostering stronger vendor relationships. This study demonstrates that the proposed vendor performance evaluation system can serve as a strategic decision-making tool for PT PLN (Persero) UP3 Bontang, particularly in assessing contract renewal eligibility, awarding performance-based incentives, and planning capacity-building programs for underperforming vendors. By employing a data-driven approach that integrates the Analytic Hierarchy Process (AHP) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), the model successfully identifies top-performing vendors and generates objective, quantifiable rankings. Consequently, the system enhances the accountability of vendor management processes and supports partnerships aligned with the company’s operational targets and quality standards.
