Abstract
Industri ketenagalistrikan merupakan sektor strategis dalam perekonomian, sementara PT PLN (Persero) adalah perusahaan utama di Indonesia yang bertanggung jawab atas distribusi energi listrik hingga ke pelanggan akhir. Unit Pelaksana Pelayanan Pelanggan (UP3) Sukabumi adalah salah satu unit di bawah naungan UID Jawa Barat yang melayani permohonan Pasang Baru (PB) dan Perubahan Daya (PD). Selama periode 2022-2023, UP3 Sukabumi melayani total 54.636 pelanggan PB dan 26.744 pelanggan PD, yang sebagian besar merupakan pelanggan dengan tarif Rumah Tangga (R). Proses penyambungan memiliki waktu penyelesaian yang diatur berdasarkan Tingkat Mutu Pelayanan (TMP), di mana pencapaian terendah disebabkan oleh ketidaktersediaan Material Distribusi Utama (MDU), seperti KWH Meter dan MCB sebesar 46%. Metode Continuous Review (s,S) dipilih karena relevan dengan karakteristik material berdasarkan perhitungan ADI-CV yang masuk dalam kategori smooth dan erratic. Simulasi Monte Carlo dilakukan untuk menganalisis parameter biaya persediaan serta menghitung service level dari beberapa skenario reorder point dan maximum stock yang diusulkan dan membandingkan dengan metode eksisting. Berdasarkan hasil perhitungan pengendalian persediaan dengan metode Continuous Review didapatkan hasil tingkat service level yang lebih tinggi dan total biaya persediaan yang lebih rendah dibandingkan kondisi eksisting. Hal ini memberikan dampak positif bagi perusahaan seperti peningkatan pelayanan kepada pelanggan dan pendapatan perusahaan serta efisiensi biaya persediaan material.

The electricity industry is a strategic sector within the economy, and PT PLN (Persero) serves as the primary company in Indonesia responsible for the distribution of electrical energy to end customers. Unit Pelayanan Pelanggan (UP3) Sukabumi is one of the units under the UID Jawa Barat, responsible for handling Pasang Baru (PB) and Perubahan Daya (PD) requests. During the 2022–2023 period, UP3 Sukabumi served a total of 54,636 PB customers and 26,744 PD customers, most of whom were residential tariff (R) customers. The installation process must be completed within a specific timeframe regulated by the Service Quality Level, where the lowest achievement was caused by the unavailability of Material Distribusi Utama (MDU), such as KWH Meters and MCBs, accounting for 46% of delays. The Continuous Review (s, S) method was selected because it aligns with the characteristics of the materials, which fall into the "smooth" and "erratic" categories based on the ADI-CV classification. A Monte Carlo simulation was used to analyze inventory cost parameters and calculate the service level across various scenarios of reorder points and maximum stock levels. These were then compared with the existing method. Based on the inventory control results using the Continuous Review method, a higher service level and lower total inventory cost were achieved compared to the existing condition. This provides positive impacts for the company, including improved customer service, increased revenue, and greater efficiency in material inventory costs.
