Abstract

Fasilitas pejalan kaki yang baik menjadi prasarana yang harus ada untuk menunjang kenyamanan dan keslamatan pejalan kaki di kawasan kota Surabaya. Penelitian ini bertujuan untuk menganalisis kinerja fasilitas pejalan kaki di kawasan pusat Kota Surabaya utamanya pada jalan penghubung antara Jl Basuki Rahmat, Jl. Gubernur suryo dan Jl. Panglima sudirman karena kawasan ini menjadi salah satu kawasan bangkitan dan tarikan perjalanan dimana tata guna lahan sekitar merupakan pusat perdagangan dan jasa, perkantoran, pendidikan di kota surabaya. Salah satu indikator yang digunakan untuk mengukur kinerja fasilitas pejalan kaki adalah ketersediaan trotoar pada suatu segmen jalan.
Parameter utama dalam analisa kinerja ini adalah kecepatan, arus dan kepadatan pejalan kaki kemudian data matriks asal tujuan pejalan kaki yang di bagi menjadi 23 segmen jalan sehingga dapat di ketahui pemilihan rute dan pembebanan lalu lintas pejalanan kaki yang melalui kawasan Jl Basuki Rahmat, Jl. Gubernur suryo Jl. Panglima sudirman, termasuk jalan penghubungnya yakni Jl. Embong Gayam, Jl Embong Sawo, Jl Embong Wungu, Jl Embong Trengguli, Jl Taman Apsari, Jl Simpang Pojok, dan Jl Embong Trenggguli.
Berdasarkan hasil survey dan analisa yang dilakukan pada kawasan tersebut di jam puncak yakni pukul 06:00,07:00,08:00,12:00,15:00,16:00,17:00 didapat sejumlah 5840 pejalan kaki dengan pembebanan lalu lintas yang di dasarkan matriks asal tujuan pejalan kaki dengan metode All Or Nothing pada 23 segmen jalan dengan beban tertinggi pada segmen no 6 Jl. Basuki Rahmat dengan 2764 perjalan kaki dan beban terendah pada segmen no 17 Jl Panglima Sudirman dan segmen no 22 Jl Gubernur Suryo dengan 187 Pejalan kaki .
Hasil analisa kinerja fasilitas pejalan kaki pada kawasan penelitian berdasarkan standart HCM 66% segmen pedestrian ditinjau memiliki kinerja A, sementara 34% segmen berstatus nol kinerja karena tidak memiliki fasilitas pedestrian. Direkomendasikan dibangun pedetrian pada segmen jalan yang tidak memliki fasilitas pejalan kaki untuk memudahkan mobilitas perjalanan pengguna.

The provision of suitable pedestrian facilities is an essential infrastructure to support the comfort and safety of pedestrians in the urban area of Surabaya. This study aims to analyze the performance of pedestrian facilities in the central area of Surabaya, particularly on the connecting roads between Jl Basuki Rahmat, Jl Gubernur Suryo, and Jl Panglima Sudirman, as this area serves as a major origin and destination point for travel. The surrounding land use predominantly includes centers for trade and services, office buildings, and educational institutions in the city of Surabaya. One of the key indicators used to measure the performance of pedestrian facilities is the availability of sidewalks on a road segment.
The primary parameters in this analysis are pedestrian speed, flow, and density, followed by the origin-destination matrix data for pedestrians, which is divided into 23 road segments. This allows for the identification of route choices and the pedestrian traffic load on streets in the area of Jl Basuki Rahmat, Jl Gubernur Suryo, and Jl Panglima Sudirman, including connecting streets such as Jl Embong Gayam, Jl Embong Sawo, Jl Embong Wungu, Jl Embong Trengguli, Jl Taman Apsari, Jl Simpang Pojok, and Jl Embong Trenggguli.
Based on surveys and analyses conducted during peak hours—namely at 06:00, 07:00, 08:00, 12:00, 15:00, 16:00, and 17:00—a total of 5840 pedestrians were recorded. The traffic load was calculated using the origin-destination matrix method known as All or Nothing across 23 road segments. The highest traffic load was found on segment 6, Jl Basuki Rahmat, with 2764 pedestrians, while the lowest was observed on segments 17 (Jl Panglima Sudirman) and 22 (Jl Gubernur Suryo), with only 187 pedestrians each.
The analysis of pedestrian facility performance in the study area, according to the HCM standard, revealed that 66% of the surveyed pedestrian segments performed at an A rating, indicating optimal conditions. However, 34% of the segments received a zero-rating due to the absence of pedestrian facilities. It is thus recommended that pedestrian infrastructure be constructed on the segments that currently lack such facilities to facilitate the mobility of users
