Abstract
Perusahaan Listrik Negara (PLN) sebagai penyedia layanan kelistrikan nasional memiliki tanggung jawab dalam menjaga keandalan pasokan energi listrik yang sangat bergantung pada efisiensi rantai pasok, khususnya dalam proyek pemasangan Material Transmisi Utama (MTU). Setiap proyek umumnya memiliki tingkat kompleksitas pekerjaan yang tinggi akibat banyaknya item pekerjaan yang harus diselesaikan. Kondisi tersebut menuntut adanya sistem manajemen proyek yang mampu mengelola setiap aktivitas secara efisien dan terkoordinasi. Penelitian ini bertujuan untuk mengevaluasi pengaruh manajemen proyek terhadap peningkatan kinerja rantai pasok dalam konteks proyek pemasangan MTU di wilayah kerja PLN UPT Madiun pada tahun 2021 hingga 2023. Penelitian ini menggunakan pendekatan deskriptif kuantitatif dengan kerangka Supply Chain Operations Reference (SCOR) sebagai dasar pengukuran indikator kinerja rantai pasok, serta metode Analytical Hierarchy Process (AHP) dan Decision Making Trial and Evaluation Laboratory (DEMATEL) untuk menganalisis bobot prioritas dan hubungan sebab-akibat antar indikator. Teknik pengumpulan data dilakukan melalui observasi langsung terhadap pelaksanaan proyek, wawancara semi-terstruktur dengan pihak yang berkepentingan dalam manajemen proyek dan penyedia barang/ jasa. Serta dilakukan penyebaran kuesioner kepada 11 responden kunci yang berasal dari berbagai fungsi strategis. Hasil penelitian menunjukkan bahwa proses Deliver memiliki bobot prioritas tertinggi dalam keberhasilan rantai pasok, sedangkan proses Source dan Plan merupakan faktor penyebab dominan atas ketidakefisienan proyek. Beberapa indikator seperti Forecast Accuracy, Orders Fill Rate, dan Inventory Turn Over menunjukkan performa optimal (zona hijau), sementara indikator seperti Sourcing Cycle Time, Transportation Costs, dan Deliver Cycle Time mengalami performa buruk dan masuk zona merah selama tiga tahun berturut-turut. Temuan ini mengindikasikan bahwa keberhasilan proyek tidak hanya bergantung pada pelaksanaan teknis di lapangan, melainkan juga pada integrasi lintas fungsi serta kualitas perencanaan dan pengadaan yang presisi dan adaptif. Dengan adanya penelitian ini diharapkan perusahaan dapat melakukan evaluasi terhadap manajemen proyek sehingga proses rantai pasok dapat berjalan dengan baik dan lancar. ===================================================================================================================================
The State Electricity Company (PLN) as a national electricity service provider has a responsibility to maintain the reliability of electricity supply, which is highly dependent on supply chain efficiency, particularly in the installation of Main Transmission Equipment (MTU) projects. Each project generally has a high level of complexity due to the large number of tasks that must be completed. This situation requires a project management system capable of managing each activity efficiently and in a coordinated manner. This study aims to evaluate the impact of project management on improving supply chain performance in the context of MTU installation projects in the PLN UPT Madiun operational area from 2021 to 2023. This study uses a quantitative descriptive approach with the Supply Chain Operations Reference (SCOR) framework as the basis for measuring supply chain performance indicators, as well as the Analytical Hierarchy Process (AHP) and Decision Making Trial and Evaluation Laboratory (DEMATEL) methods to analyze the priority weights and cause-and-effect relationships between indicators. Data collection techniques were conducted through direct observation of project implementation, semi-structured interviews with stakeholders in project management and goods/service providers, and the distribution of questionnaires to 11 key respondents from various strategic functions. The research results indicate that the Deliver process has the highest priority weight in supply chain success, while the Source and Plan processes are the dominant causes of project inefficiency. Some indicators, such as Forecast Accuracy, Orders Fill Rate, and Inventory Turn Over, showed optimal performance (green zone), while indicators such as Sourcing Cycle Time, Transportation Costs, and Deliver Cycle Time experienced poor performance and entered the red zone for three consecutive years. These findings indicate that project success depends not only on technical implementation in the field but also on cross-functional integration and the quality of precise and adaptive planning and procurement. With this research, it is hoped that companies can evaluate project management so that supply chain processes can run smoothly and efficiently.
