Abstract
Kecelakaan lalu lintas jalan merupakan permasalahan nasional yang berdampak besar terhadap aspek keselamatan, sosial, dan ekonomi masyarakat. Provinsi Jawa Timur menjadi salah satu provinsi dengan tingkat kecelakaan tertinggi di Indonesia. Penelitian ini membahas secara mendalam implementasi kebijakan Rencana Umum Nasional Keselamatan (RUNK) di Provinsi Jawa Timur, dengan menilai keterlaksanaan lima pilar keselamatan jalan: manajemen keselamatan, jalan yang berkeselamatan, kendaraan yang berkeselamatan, pengguna jalan yang berkeselamatan, dan penanganan pascakecelakaan. Penelitian ini juga bertujuan mengidentifikasi daerah dengan kinerja terbaik dan terendah dalam penerapan RUNK serta menganalisis faktor-faktor penyebab belum tercapainya target nasional.
Penelitian menggunakan data sekunder dari Polda Jawa Timur dan instansi terkait selama periode 2010–2023, meliputi jumlah kecelakaan, korban meninggal, populasi kendaraan bermotor, dan jumlah penduduk. Data dianalisis menggunakan metode accident rate, case fatality rate (CFR), dan diuji dengan statistik parametrik dan non-parametrik (uji t dan Mann-Whitney), setelah melalui uji normalitas Kolmogorov-Smirnov. Selain itu, dilakukan pemetaan keterlaksanaan lima pilar pada masing-masing kabupaten/kota berdasarkan dokumen program, capaian indikator, dan konsistensi pelaksanaan kebijakan.
Hasil penelitian menunjukkan bahwa implementasi RUNK di sebagian besar wilayah masih belum konsisten, terutama pada Pilar 3 dan 5. Penelitian ini memberikan kontribusi berupa rekomendasi penguatan kebijakan nasional melalui pemantauan lintas sektor, penyusunan strategi daerah yang adaptif, serta peningkatan edukasi keselamatan di masyarakat.

Road traffic accidents remain a major national issue in Indonesia, significantly impacting public safety, social welfare, and economic productivity. East Java Province consistently ranks among the regions with the highest accident rates in the country. This study examines the implementation of the National General Safety Plan (RUNK) in East Java Province by evaluating the extent to which the five pillars of road safety have been applied: road safety management, safer roads, safer vehicles, safer road users, and post crash response. The study also aims to identify regional variations in performance and the underlying causes behind the failure to meet national safety targets. This research utilizes secondary data obtained from the East Java Regional Police and related institutions over the period 2010–2023, including traffic accident frequency, fatality counts, registered motor vehicle population, and total population. The data were analyzed using accident rate calculations and case fatality rate (CFR), with comparative statistical testing (t-test and Mann-Whitney) following normality testing via the Kolmogorov-Smirnov method. Additionally, the study mapped the implementation status of each pillar at the district/city level based on program documentation, indicator achievement, and consistency of policy execution. Findings reveal that RUNK implementation remains inconsistent across most regions, particularly in Pillars 3 (safer vehicles) and 5 (post-crash response). This study contributes to strengthening national policy by providing an evidence-based assessment of local implementation, and offers recommendations for improving interagency coordination, developing region-specific strategies, and enhancing road safety education among the public.
