Abstract

Zona Eropa di Kota Tua Surabaya sedang mengalami revitalisasi untuk mendukung pariwisata budaya, dengan Koridor Rajawali yang diprioritaskan dalam RPJMD 2021-2026. Terlepas dari upaya tersebut, masih terdapat tantangan dalam hal keamanan, kenyamanan, dan kualitas lingkungan bagi pejalan kaki. Penelitian ini menggunakan metode kuantitatif dengan menerapkan Pedestrian Environment Quality Index (PEQI) dan Regresi Logistik Biner untuk menilai kondisi infrastruktur dan persepsi wisatawan. Penilaian PEQI menunjukkan segmen pejalan kaki masuk ke dalam Kelas III dengan skor 48,44 (kondisi pejalan kaki dasar), sementara persimpangan diklasifikasikan sebagai Kelas II dengan skor 77,28 (kondisi pejalan kaki yang layak), yang mencerminkan kualitas dasar hingga sedang. Model regresi menyumbang 32,4 persen dari varians persepsi walkability, di mana daya tarik visual dan persepsi keamanan berkontribusi positif, sementara bau dan kebisingan mengurangi persepsi walkability. Berdasarkan temuan ini, perbaikan yang direkomendasikan meliputi penghitung waktu mundur, jalur yang teduh, penyangga hijau yang terus menerus, penyeberangan tanpa penghalang, blok penunjuk arah, tabel kecepatan, dan relokasi tempat parkir kereta kuda. Penyediaan tempat sampah organik dan anorganik yang terpisah dengan label yang jelas juga diusulkan untuk mengatasi bau dan meningkatkan kebersihan. Intervensi-intervensi ini bertujuan untuk meningkatkan aksesibilitas, keamanan, dan pengalaman pejalan kaki secara keseluruhan di dalam koridor cagar budaya.

The European Zone of Old Town Surabaya is undergoing revitalization to support cultural tourism, with the Rajawali Corridor prioritized in the 2021–2026 RPJMD. Despite these efforts, challenges remain in pedestrian safety, comfort, and environmental quality. This study uses a quantitative method by applying the Pedestrian Environment Quality Index (PEQI) and Binary Logistic Regression to assess infrastructure conditions and tourist perceptions. The PEQI assessment shows pedestrian segments fall into Class III with a score of 48.44 (basic pedestrian conditions exist), while intersections are classified as Class II with a score of 77.28 (reasonable pedestrian conditions exist), reflecting basic to moderate quality. The regression model accounts for 32.4 percent of walkability perception variance, where visual appeal and perceived safety contribute positively, while odor and noise reduce perceived walkability. Based on these findings, recommended improvements include countdown timers, shaded paths, continuous green buffers, barrier-free crossings, guiding blocks, speed tables, and relocation of horse carriage parking. The provision of separate organic and inorganic waste bins with clear labels is also proposed to manage odor and enhance cleanliness. These interventions aim to improve accessibility, safety, and the overall pedestrian experience within the heritage corridor.
