Abstract
Pertumbuhan kawasan permukiman di sekitar Bandara Halim Perdanakusuma menimbulkan kekhawatiran terhadap meningkatnya risiko kecelakaan pesawat, khususnya karena banyak kawasan tersebut berada di dalam Kawasan Kemungkinan Bahaya Kecelakaan (KKBK) atau Public Safety Zone (PSZ). Kawasan ini memiliki risiko tinggi terhadap kecelakaan pesawat terutama pada fase kritis seperti lepas landas dan pendaratan. Penelitian ini bertujuan merumuskan strategi pengurangan risiko terhadap kawasan permukiman melalui tiga sasaran utama: (1) mengidentifikasi kesesuaian regulasi eksisting dengan standar internasional serta kondisi permukiman, (2) menganalisis besaran risiko dari sisi kerugian materil dan keselamatan jiwa, dan (3) menyusun strategi mitigasi berbasis risiko. Pendekatan yang digunakan adalah mixed-method dengan dasar rasionalistik, serta menggabungkan content analysis, analisis spasial (GIS), dan metode Delphi. Hasil penelitian menunjukkan bahwa sebagian besar permukiman di KKBK tidak sesuai dengan ketentuan regulasi KKOP Bandara Halim Perdanakusuma, dengan jarak permukiman terlalu dekat ke runway dan kepadatan penduduk yang tinggi. Estimasi kerugian materil didasarkan pada nilai NJOP kawasan, sedangkan estimasi kerugian jiwa dihitung menggunakan metode Housing Unit Method (HUM). Potensi kerugian sangat signifikan, baik secara ekonomi maupun sosial. Berdasarkan hasil tersebut, strategi mitigasi yang disusun meliputi: penguatan pengendalian penggunaan lahan melalui zonasi yang ketat, edukasi dan peningkatan kesadaran masyarakat terhadap bahaya di kawasan PSZ, pembatasan aktivitas dan pembangunan di zona berisiko tinggi, serta usulan relokasi terbatas bagi permukiman di zona sangat tinggi risiko. Diharapkan strategi ini dapat menjadi dasar kebijakan jangka panjang dalam perencanaan ruang sekitar bandara.

The growth of residential areas around Halim Perdanakusuma Airport has raised concerns over the increasing risk of aircraft accidents, particularly as many of these settlements fall within the Aircraft Accident Hazard Potential Zone (KKBK), also known as the Public Safety Zone (PSZ). These areas are highly vulnerable, especially during critical phases of flight such as take-off and landing. This study aims to formulate a risk reduction strategy for residential areas through three main objectives: (1) identifying the conformity between existing regulations and international standards as well as the current condition of residential development, (2) analyzing the extent of material and human risk, and (3) developing targeted mitigation strategies. A mixed-method approach was applied, based on a rationalistic framework and combining content analysis, spatial analysis (GIS), and the Delphi method. The findings indicate that most settlements within the KKBK do not comply with the regulatory provisions of Halim Perdanakusuma's KKOP (Obstacle Limitation Area), with residential areas situated dangerously close to the runway and high population densities. Material loss was estimated using local property value data (NJOP), while potential fatalities were assessed using the Housing Unit Method (HUM). The projected risk is significant, both economically and socially. Based on these findings, the proposed mitigation strategies include the enforcement of strict zoning regulations, increased community awareness and education, development restrictions in high-risk zones, and limited relocation for settlements within the highest risk areas. These strategies are expected to serve as a basis for long-term urban planning policies to reduce vulnerability and improve safety in airport-adjacent zones.
