Abstract
Saat ini kondisi Tempat Pemrosesan Akhir (TPA) sampah di Desa Kaliabu, Kecamatan Mejayan, Kabupaten Madiun memiliki kapasitas tersisa sebesar 10,28% (dengan kapasitas 233.282,77 m³ dari daya tampung 260.000 m³) dari luas 5 ha lahan yang tersedia. Selain itu, lokasi TPA ini tidak memungkinkan untuk perluasan karena akan ditetapkan sebagai ibukota kabupaten, dan sudah direncanakan pembangunan TPA baru yang tertuang dalam RTRW Kabupaten Madiun 2009-2029. Pertumbuhan penduduk mengalami peningkatan sebesar 2,6% dalam 5 tahun terakhir, yang dapat mengakibatkan potensi terjadinya over kapasitas TPA eksisting akibat timbulan sampah. Sehingga perlu dilakukan penentuan lokasi TPA sampah baru di Kabupaten Madiun. Tahap pertama menentukan faktor-faktor yang berpengaruh dengan menggunakan teknik analisis delphi. Tahap kedua menentukan lokasi alternatif TPA sampah menggunakan Weighted Linear Combination (WLC). Lalu tahap terakhir menentukan lokasi potensial dengan deskriptif kualitatif. Diperoleh 3 aspek dan 24 faktor yang berpengaruh terhadap penentuan lokasi potensial TPA sampah di Kabupaten Madiun, yaitu dari aspek ekologis terdiri dari 8 faktor, aspek spasial terdiri dari 8 faktor, dan aspek sosial-ekonomi terdiri dari 8 faktor. Diperoleh 3 lokasi potensial TPA sampah baru di Kabupaten Madiun, yang berada di Kecamatan Saradan, lokasi potensial 1 memiliki luas lahan potensial ± 53,62 ha, lokasi potensial 2 memiliki luas lahan potensial ± 51,56 ha, dan lokasi potensial 3 memiliki luas lahan potensial ± 36,71 ha.

Currently, the final waste disposal site (TPA) in Kaliabu Village, Mejayan District, Madiun Regency has a remaining capacity of 10.28% (with a capacity of 233,282.77 m³ out of a total capacity of 260,000 m³) from the available 5 ha of land. Additionally, the location of this TPA cannot be expanded as it is designated to become the regency capital, and plans for a new TPA have already been outlined in the Madiun Regency Spatial Plan (RTRW) 2009-2029. Population growth has increased by 2,6% over the past five years, which could lead to potential overcapacity of the existing landfill due to waste generation. Therefore, it is necessary to determine the location of a new landfill in Madiun District. The first stage involves identifying influencing factors using the Delphi analysis technique. The second stage involves determining alternative landfill locations using the Weighted Linear Combination (WLC) method. The final stage involves determining the potential location using qualitative descriptive analysis. Three aspects and 24 factors were identified as influencing the determination of potential landfill sites in Madiun Regency: eight factors from the ecological aspect, eight factors from the spatial aspect, and eight factors from the socio-economic aspect. Three potential new landfill sites were identified in Madiun Regency, located in Saradan Subdistrict. Potential site 1 has a potential land area of approximately 53.62 hectares, potential site 2 has a potential land area of approximately 51.56 hectares, and potential site 3 has a potential land area of approximately 36.71 hectares.
