Abstract
Kali Pancir adalah anak sungai Kali Gunting. Setiap kali hujan terjadi, terdapat luapan di beberapa ruas kali pancir akibat kapasitas sungai yang tidak mencukupi untuk menampung debit air saat hujan tersebut. Pada tahun 2024 pemerintah telah melakukan normalisasi sepanjang 800m di ruas yang berdekatan dengan pemukiman penduduk guna menangani banjir tersebut, namun hanya beberapa bulan setelahnya terjadi kembali luapan air setinggi 10 cm yang menggenangi jalan perkampungan warga. Hal ini menunjukkan bahwa penanganan tersebut belum efektif dalam mengurangi risiko banjir. Kajian ini bertujuan untuk menganalisis penyebab banjir dan merancang solusi penanganan yang lebih optimal. Metode yang digunakan meliputi perhitungan debit banjir rencana menggunakan HSS Nakayasu dan Rasional, untuk mengetahui sebaran banjir pada lokasi kajian sampai hilir Kali Pancir, dilakukan perhitungan kapasitas tampung sungai (fullbank capacity) serta pemodelan dengan Hecras. Berdasarkan hasil analisis beberapa alternatif penanganan banjir didapatkan hasil penanganan berupa peningkatan kapasitas sungai yang dapat mereduksi debit banjir kala ulang 25 tahun sebesar 36,88% untuk hujan terpusat 3 jam serta 37,70% untuk hujan terpusat 4 jam . Untuk memastikan kestabilan lereng dilakukan analisa kelongsoran menggunakan perangkat lunak GeoStudio. Pelebaran sungai dengan lereng tidak menggunakan perkerasan sama sekali memiliki safety factor kritis sebesar 0,402 saat kondisi tidak gempa dan safety factor kritis sebesar 0,334 pada saat gempa. Lalu direncanakan perkuatan beton sehingga memiliki safety factor kritis sebesar 1,709 pada kondisi tidak gempa dan safety factor kritis sebesar 1,595 pada kondisi gempa. Sehingga dapat dikatakan bahwa bangunan yang direncanakan sudah aman terhadap kelongsoran.

The Pancir River is a tributary of the Gunting River. Every time it rains, several sections of the Pancir River overflow due to the river's insufficient capacity to accommodate the water discharge. In 2024, the government normalized an 800m-long section adjacent to residential areas to address the flooding, but just a few months later, a 10cm-high overflow occurred again, inundating residential roads. This indicates that the measures have not been effective in reducing flood risk. This study aims to analyze the causes of flooding and design more optimal management solutions. The methods used include calculating the planned flood discharge using the Nakayasu and Rational HSS, to determine the distribution of flooding at the study location downstream of the Pancir River, calculating the river's fullbank capacity, and modeling with Hecras. Based on the analysis of several flood management alternatives, the results obtained are in the form of increased river capacity that can reduce the 25-year return period flood discharge by 36,88% for 3-hour rainfall and 37,70% for 4-hour rainfall. To ensure slope stability, a landslide analysis was performed using GeoStudio software. River widening with slopes without any pavement at all has a critical safety factor of 0,402 in non-earthquake conditions and a critical safety factor of 0,334 during an earthquake. Then, concrete reinforcement was planned to have a critical safety factor of 1,709 in non-earthquake conditions and a critical safety factor of 1,595 during an earthquake. Therefore, it can be said that the planned building is safe from landslides.
