Abstract
Ekonomi Jawa Timur Triwulan IV-2024 dibandingkan Triwulan IV-2023 tumbuh sebesar 5,03 persen (year-on-year) dan penyumbang kontribusi terbesar adalah sektor industri pengolahan. Sektor tersebut didominasi oleh Koperasi dan UMKM dimana kontribusi Koperasi dan UMKM terhadap perekonomian Jawa Timur sebesar 60,08% pada Tahun 2024. Dalam hal ini Pemerintah terus mendorong dalam hal Pembinaan dan Pemberdayaan Koperasi dan UMKM. Pemerintah telah berupaya untuk memberikan program pembinaan dan pengembangan secara berkesinambungan. Akan tetapi kurang optimal jika program yang diberikan tidak disesuaikan dengan kebutuhan dan karakteristik masing-masing Koperasi. Pada penelitian ini akan difokuskan untuk mengklusterisasi koperasi dengan skala kabupaten/kota, provinsi maupun nasional di Jawa Timur guna mengetahui kinerja dari profil koperasi, keragaan koperasi, dan kondisi koperasi agar pemerintah dapat melakukan optimalisasi program yang akan diberikan. Penelitian ini bertujuan untuk menganalisis dan mengkluster kinerja koperasi di Jawa Timur menggunakan metode K-Means Clustering berdasarkan indikator jumlah anggota, aset, dan volume usaha. Data yang digunakan berasal dari Dinas Koperasi dan UKM Jawa Timur tahun 2024, mencakup 21.383 unit koperasi aktif. Hasil clustering menunjukkan 1 klaster optimal yaitu Klaster Koperasi Perlu Pembinaan berjumlah 76 koperasi yang dapat digunakan sebagai dasar evaluasi kinerja koperasi, menggantikan metode manual, serta dapat digunakan sebagai dasar pengambilan kebijakan, strategi pembinaan dan pengawasan koperasi.

The economy of East Java in the fourth quarter of 2024 grew by 5,03 percent (Year-On-Year) compared to the fourth quarter of 2023, with the manufacturing industry sector being the largest contributor. This sector is predominantly driven by cooperatives and micro, small, and medium enterprises (MSMEs), which contributed 60.08% to East Java's economy in 2024. In this regard, the government continues to promote the development and empowerment of cooperatives and MSMEs. The government has made efforts to provide continuous development and empowerment programs. However, these programs are less effective if they are not tailored to the specific needs and characteristics of each cooperative. This study focuses on clustering cooperatives in East Java at the regency/city, provincial, and national levels to assess their performance based on cooperative profiles, operations, and conditions, enabling the government to optimize the programs provided. The study aims to analyze and cluster the performance of cooperatives in East Java using the K-Means Clustering method based on indicators such as the number of members, assets, and business volume. The data used were sourced from the East Java Cooperatives and MSME Agency in 2024, covering 21,383 active cooperative units. The clustering results indicate one optimal cluster, namely the Cluster of Cooperatives Needing Guidance, consisting of 76 cooperatives. This can serve as a basis for evaluating cooperative performance, replacing manual methods, and can be used as a foundation for policy-making, guidance strategies, and supervision of cooperatives.
