Abstract
Meskipun terdapat apartemen berkonsep Transit-Oriented Development (TOD) di sekitar stasiun Light Rail Transit (LRT) Jabodebek, banyak penghuni yang belum menggunakan LRT sebagai moda transportasi utama. Penelitian bertujuan untuk menyelidiki faktor-faktor perilaku yang mendasari rendahnya tingkat penggunaan, dengan fokus pada penghuni apartemen kawasan TOD di dekat stasiun Cawang, Rasuna Said, Kuningan, dan Dukuh Atas. Studi ini menggunakan Teori Perilaku Terencana (TPB) untuk mengidentifikasi faktor-faktor utama yang mempengaruhi perilaku penggunaan transportasi. Statistik deskriptif dan Structural Equation Modeling - Partial Least Squares (SEM-PLS) digunakan untuk menganalisis faktor dan menilai dampaknya terhadap keraguan penggunaan transportasi umum LRT Jabodebek. Selanjutnya, Analytical Hierarchy Process (AHP) diterapkan untuk memprioritaskan rekomendasi melalui validasi dari pemangku kepentingan. Temuan penelitian mengungkap hambatan-hambatan yang mempengaruhi keengganan penggunaan LRT Jabodebek, dan memberikan rekomendasi yang dapat ditindaklanjuti untuk meningkatkan daya tarik angkutan umum dan mendukung adopsi LRT Jabodebek.

This study explores the behavioral factors influencing the reluctance of apartment residents in Transit-Oriented Development (TOD) areas to use the Jabodebek Light Rail Transit (LRT). Despite the proximity of residential units to LRT stations, ridership remains significantly below target. Using the Theory of Planned Behavior (TPB) as a conceptual framework, this research employs a mixed-methods approach combining Structural Equation Modeling - Partial Least Squares (SEM-PLS) and content analysis to identify key determinants of resident’s behavior and develop recommendation. The quantitative analysis reveals that intention is the most significant predictor of LRT usage reluctance, influenced primarily by perceived behavioral control and intention. Meanwhile, habitual behavior and environmental norms were found to be statistically insignificant. The qualitative findings, derived from expert interviews, highlight structural barriers such as limited feeder integration, long headways, inadequate real-time information, and insufficient digital payment systems. Recommendations are structured across short, medium, and long-term horizons, emphasizing the need for improved service reliability, digitalization, and intermodal integration. The study concludes that enhancing users’ perceived control and intention through targeted interventions is critical to increasing daily ridership and reducing dependence on private vehicles.
