Abstract

Provinsi Jawa Timur berperan sebagai pintu utama dalam mendistribusikan berbagai komoditas ke wilayah Nusa Tenggara Barat dan Nusa Tenggara Timur. Seiring meningkatnya kebutuhan masyarakat, terutama terhadap bahan pokok dan kendaraan roda dua, permintaan terhadap komoditas tersebut menunjukkan tren pertumbuhan yang konsisten setiap tahunnya. Hal ini mencerminkan tingginya ketergantungan masyarakat terhadap pasokan logistik dari Jawa Timur, khususnya dalam memenuhi kebutuhan pokok dan sepeda motor. Maka diperlukan perbandingan antara moda eksisting dengan alternatif moda angkutan laut dengan membandingkan biaya unit minimum dan perbandingan biaya perbaikan jalan sebelum dan setelah pengalihan 45% muatan via transportasi laut. Dalam penelitian ini menggunakan moda angkutan laut eksisting. Metode yang digunakan adalah optimasi untuk analisis perbandingan moda dengan biaya unit minimum, kemudian metode peramalan untuk mendapatkan perkiraan volume muatan, dan analisis sensitivitas untuk biaya pengiriman terhadap jumlah muatan. Hasil dari perhitungan didapatkan biaya unit minimum untuk muatan motor dan muatan lainnya, untuk Pulau Lombok memiliki biaya unit sebesar Rp 96.986/Unit dan Rp 283.703/Ton, Pulau Sumbawa memiliki biaya unit sebesar Rp 116.906/Unit dan Rp 340.132/Ton, Pulau Flores memiliki biaya unit sebesar Rp 145.774/Unit dan Rp 293.297/Ton, Pulau Timor memiliki biaya unit sebesar Rp 144.977/Unit dan Rp 306.689/Ton. Dengan pengalihan muatan via moda transportasi laut menunjukan penurunan biaya perbaikan jalan Provinsi Bali sebesar 30,45%.

East Java Province serves as the main gateway for distributing various commodities to the West Nusa Tenggara and East Nusa Tenggara regions. As the community's needs, particularly for basic necessities and motorcycles, increase, demand for these commodities shows a consistent annual growth trend. This reflects the community's high dependence on logistics supplies from East Java, particularly for basic needs and motorcycles. Therefore, a comparison is needed between existing and alternative modes of sea transportation by comparing minimum unit costs and comparing road repair costs before and after diverting 45% of cargo via sea transportation. This study uses existing sea transportation modes. The methods used are optimization for comparative analysis of modes with minimum unit costs, then a forecasting method to obtain estimated cargo volumes, and a sensitivity analysis for shipping costs against cargo volumes. The results of the calculation obtained the minimum unit cost for motorcycle cargo and other cargo, for Lombok Island has a unit cost of Rp 96.986/Unit and Rp 283.703/Ton, Sumbawa Island has a unit cost of Rp 116.906/Unit and Rp 340.132/Ton, Flores Island has a unit cost of Rp 145.774/Unit and Rp 293.297/Ton, Timor Island has a unit cost of Rp 144.977/Unit and Rp 306.689/Ton. By transferring cargo via sea transportation, it shows a decrease in the cost of repairing Bali Provincial roads by 30.45%.
