Abstract
Penggunaan gas alam di Indonesia saat ini didominasi oleh sektor industri dan pembangkit listrik. Badan Pengkajian dan Penerapan Teknologi (BPPT) memperkirakan bahwa antara tahun 2012 dan 2035, total konsumsi gas alam diperkirakan tumbuh sebesar 2,2% per tahun, mencapai 2.367 BCF pada tahun 2035 (Pertamina Gas Negara, 2020). Pada dasarnya, gas alam yang umum digunakan dalam industri adalah CNG (Compressed Natural Gas) dan LNG (Liquefied Natural Gas), yang merupakan dua bentuk gas alam yang semakin populer sebagai bahan bakar alternatif. Keduanya dianggap lebih bersih dan lebih ramah lingkungan dibandingkan bahan bakar fosil tradisional. Permintaan gas alam di Indonesia akan sangat dibutuhkan untuk industri, pembangkit listrik, transportasi sebagai bahan bakar kendaraan, dll. Hal ini telah memicu banyak kegiatan operasional untuk pengembangan Gas Hilir. Dengan begitu banyak kegiatan operasional, strategi manajemen rantai pasok melibatkan banyak aspek, mulai dari perencanaan, manufaktur, dan pengiriman ke pelanggan, serta diharapkan dapat terus memasok kebutuhan gas untuk memastikan keberlanjutan industri di Lampung. Studi menunjukkan bahwa dalam logistik operasional gas hilir, terdapat 15 risiko potensial utama, dengan 26 agen risiko yang berbeda. Pilihan pemasok perusahaan yang terbatas, jumlah personel sumber daya manusia teknis yang terbatas, kelalaian pengemudi selama pengiriman, dan kondisi alan distribusi yang buruk adalah beberapa agen risiko dengan Potensi Risiko Agregat (ARP) tertinggi, menurut hasil analisis HOR. Untuk mengatasi masalah ini, audit internal rutin dilakukan, perkiraan permintaan dievaluasi setiap tiga bulan, volume permintaan pengisian harian dan puncak dioptimalkan, rute distribusi berisiko tinggi diidentifikasi dan rute alternatif dibuat, serta kemampuan pengemudi distribusi gas terjadwal ditingkatkan. Perencanaan strategi rantai pasok yang efektif diperlukan untuk mencapai tujuan perusahaan dan mengidentifikasi potensi risiko yang berdampak. Oleh karena itu, manajemen risiko yang tepat harus dilakukan dengan menerapkan manajemen risiko yang berkelanjutan. Studi ini juga menyoroti pentingnya perilaku manusia dalam manajemen risiko, khususnya dalam bidang kompetensi dan kemudahan penggunaan, yang didasarkan pada prinsip keselamatan dan hukum yang berkaitan dengan penggunaan bahan berbahaya. Oleh karena itu, penelitian ini menawarkan rekomendasi praktis dan sistematis bagi perusahaan distribusi gas di Lampung untuk meningkatkan efisiensi, keselamatan, dan kepuasan pelanggan melalui manajemen risiko berbasis HOR yang terintegrasi dengan SCOR.

The use of natural gas in Indonesia is currently dominated by the industrial and power generation sectors. The Agency for the Assessment and Application of Technology (BPPT) projects that between 2012 and 2035, total natural gas consumption is expected to grow by 2.2% per year, reaching 2,367 BCF by 2035 (Pertamina Gas Negara, 2020). Basically, the natural gas commonly used in the industry is CNG (Compressed Natural Gas) and LNG (Liquefied Natural Gas), which are two forms of natural gas that are becoming increasingly popular as alternative fuels. Both are considered cleaner and more environmentally friendly compared to traditional fossil fuels. The demand for natural gas in Indonesia will be greatly needed for industry, power generation, transportation for vehicle fuel, etc. This has led to many operational activities for the development of Downstream Gas. With so many operational activities, supply chain management strategies involve many aspects, starting from planning, manufacturing, and delivery to customers, and are expected to continuously supply gas needs to ensure the sustainability of industries in Lampung. With so many operational activities, supply chain management strategies involve many aspects, starting from planning, manufacturing, and delivery to customers, and are expected to continuously supply gas needs to ensure the sustainability of industries in Lampung. Studies show that in downstream gas operational logistics, there are 15 main potential risks, with 26 different risk agents. The limited choice of company suppliers, the limited number of technical human resource personnel, driver negligence during delivery, and poor distribution road conditions are some of the risk agents with the highest Aggregate Risk Potential (ARP), according to the HOR analysis results. To mitigate these issues, routine internal audits are conducted, demand forecasts are evaluated every three months, daily and peak filling demand volumes are optimized, high-risk distribution routes are identified and alternative routes are created, and the capabilities of scheduled gas distribution drivers are improved. Effective supply chain strategy planning is necessary to achieve the company's goals and identify potentially impactful risks. Therefore, proper risk management must be carried out by implementing sustainable risk management. Therefore, proper risk management must be carried out by implementing sustainable risk management. The analysis's findings indicate that the aforementioned mitigation combination can reduce operational risk by about 45%, with the largest contribution coming from risk analysis related to pemasok, SDM technical, and SPBG capabilities. The study also highlights the importance of human behavior in risk management, particularly in the areas of competence and ease of use, which are based on the principles of keselamatan and laws pertaining to the use of berbahaya materials. Accordingly, this study offers practical and systematic recommendations for Lampung's gas distribution company to improve efficiency, safety, and customer satisfaction through risk management based on HOR that is integrated with SCOR.
