Abstract

Penelitian ini bertujuan untuk menganalisis perbandingan pola penyebab kecelakaan kapal akibat kegagalan stabilitas pada kapal general cargo, ferry ro-ro, dan container di Indonesia menggunakan metode Fault Tree Analysis (FTA). Dengan menggunakan data laporan investigasi kecelakaan KNKT periode 2016-2022, penelitian ini menyusun pohon kesalahan yang merepresentasikan hubungan logis antara kejadian dasar hingga peristiwa puncak berupa tenggelamnya kapal, kemudian melakukan analisis kuantitatif dengan menetapkan nilai probabilitas untuk setiap basic event berdasarkan data historis kecelakaan. Hasil analisis menunjukkan bahwa kapal general cargo rentan terhadap kegagalan akibat distribusi muatan tidak merata dan efek permukaan bebas, kapal ferry ro-ro menghadapi risiko tinggi dari efek permukaan bebas ekstrem dan pergeseran muatan kendaraan, sedangkan kapal container berisiko akibat pusat gravitasi tinggi dan pengaruh beban angin pada struktur container bertingkat. Kombinasi faktor seperti masuknya air laut ke ruang muat, kegagalan pompa got, ketidaksesuaian dengan kriteria stabilitas IS Code, dan pengawasan pemuatan yang lemah memberikan kontribusi signifikan terhadap risiko tenggelamnya kapal, dengan beberapa skenario masuk kategori risiko "Tidak Dapat Diterima" yang memerlukan implementasi mitigasi risiko spesifik untuk setiap jenis kapal guna meningkatkan keselamatan maritim.

This study aims to analyze and compare the patterns of ship accident causes due to stability failures on general cargo ships, ferry Ro-Ro vessels, and container ships in Indonesia using the Fault Tree Analysis (FTA) method. Utilizing accident investigation reports from KNKT between 2016 and 2022, this research constructs fault trees that represent the logical relationships between basic events and the top event—ship sinking—followed by a quantitative analysis assigning probability values to each basic event based on historical accident data. The analysis reveals that general cargo ships are vulnerable to failure due to uneven cargo distribution and free surface effect, ferry Ro-Ro vessels face high risks from extreme free surface effects and vehicle cargo shifting, while container ships are at risk due to high center of gravity and wind loads acting on stacked containers. A combination of factors such as seawater ingress into cargo holds, bilge pump failure, non-compliance with IS Code stability criteria, and weak cargo loading supervision significantly contribute to the risk of ship sinking. Several scenarios fall into the "Unacceptable" risk category, requiring the implementation of specific risk mitigation strategies tailored to each ship type to improve maritime safety.
