Abstract

Aktivitas di Pelabuhan Penyeberangan Merak–Bakauheni meningkat signifikan seiring lonjakan permintaan penyeberangan. Rute penyeberangan ini tercatat memiliki frekuensi kunjungan kapal tertinggi di Indonesia dengan nilai rata-rata 104–112 trip kapal per hari pada tahun 2017. Hasil proyeksi linear memperkirakan pertumbuhan tahunan sebesar ±2,10 % untuk penumpang dan ±2,92 % untuk kendaraan. Keterbatasan lahan untuk membuat dermaga baru ataupun pelebaran area tunggu kendaraan membuat opsi solusi masalah terbatas. Penerapan Automated Mooring System (AMS) di Pelabuhan Penyeberangan bisa memperpendek waktu tambat kapal yang menyebabkan Berthing Time kapal secara keseluruhan menurun, sehingga kapabilitas Pelabuhan bisa meningkat. Dengan membuat model simulasi diskrit melalui AnyLogic dan menggunakan skenario dermaga eksekutif menerapkan AMS, diperoleh kenaikkan kapabilitas pelabuhan sebanyak 4.828 kunjungan kapal pada tahun 2026 serta mampu menangani kenaikkan permintaan sampai tahun 2028. Analisis Biaya – Manfaat akan digunakan sebagai tolak ukur kelayakan ekonomi dari hasil simulasi. Dengan potensi kenaikkan pendapatan setelah menerapkan AMS sebagai komponen manfaat dan biaya modal serta biaya pemeliharaan AMS sebagai komponen biaya, didapat nilai BCR sebesar 1,73. Hasil BCR menunjukkan bahwa penerapan AMS sesuai hasil simulasi dinilai layak untuk diterapkan.

Activities at Merak-Bakauheni Ferry Port have increased significantly along with the surge in ferry demand. This ferry route has the highest frequency of ship visits in Indonesia with an average value of 104–112 ship trips per day in 2017. Linear projection results estimate annual growth of ±2.10% for passengers and ±2.92% for vehicles. Limited land for building new quays or widening vehicle waiting areas means that the solution options for this problem are limited. The implementation of the Automated Mooring System (AMS) at Ferry Port can shorten ship mooring and unmooring process which causes the overall ship Berthing Time to decrease, so that the Ferry Port can accommodate more ships in a unit of time. By creating a discrete simulation model using AnyLogic and using the executive dock scenario implementing AMS, an increase in port capability of 4.828 ship visits in 2026 was obtained and was able to handle the increase in demand until 2028. Cost-Benefit Analysis will be used as a benchmark for the economic feasibility of simulation results. With the potential for increased revenue after implementing AMS as a benefit component also capital and maintenance costs of AMS as cost components, the BCR value was 1,73. The BCR results indicate that the implementation of AMS, according to the simulation results, is considered feasible.
