Abstract
Tingginya angka kecelakaan pelayaran di Indonesia yang sebagian besar disebabkan oleh human error, serta pentingnya upaya peningkatan keselamatan dan efisiensi operasional kapal tanker melatarbelakangi penelitian ini. Salah satu upaya tersebut adalah penerapan program inspeksi Ship Inspection Report Programme (SIRE) 2.0 yang dikembangkan oleh Oil Companies International Marine Forum (OCIMF). Penelitian ini bertujuan untuk menganalisis pengaruh penerapan program inspeksi SIRE 2.0 terhadap operasional kapal tanker melalui dua aspek utama, yaitu aspek kinerja kru dan praktik manajemen. Metode yang digunakan adalah pendekatan kuantitatif dengan teknik analisis regresi linear berganda. Data diperoleh dari penyebaran kuesioner kepada 30 responden yang memiliki pengalaman di industri pelayaran dan memahami program SIRE 2.0. Instrumen kuesioner terdiri dari 30 item yang merepresentasikan tiga variabel utama, dan diolah menggunakan perangkat lunak IBM SPSS untuk uji validitas, reliabilitas, dan analisis regresi. Hasil analisis menunjukkan bahwa baik aspek kinerja kru (X1) maupun praktik manajemen (X2) berpengaruh secara signifikan terhadap operasional kapal tanker (Y), dengan nilai koefisien determinasi (R²) sebesar 0,871 dengan nilai Adjusted R Square sebesar 0,861. Artinya, sebesar 86,1% variasi dalam operasional kapal dapat dijelaskan oleh kedua variabel independen tersebut. Temuan ini mengindikasikan bahwa penerapan program SIRE 2.0 secara tepat mampu meningkatkan keandalan dan efisiensi operasional kapal tanker. Penelitian ini memberikan kontribusi praktis terhadap penguatan sistem inspeksi dan pengambilan keputusan di sektor pelayaran nasional.

The high number of maritime accidents in Indonesia, most of which are caused by human error, as well as the urgency of improving safety and operational efficiency in tanker vessels is the main reasons of this research. One of the strategic efforts to address this issue is the implementation of the Ship Inspection Report Programme (SIRE) 2.0 developed by the Oil Companies International Marine Forum (OCIMF). This study aims to analyze the impact of the SIRE 2.0 inspection program on tanker vessel operations, particularly through two main aspects: crew performance and management practices. The research employs a quantitative approach using multiple linear regression analysis. Data were collected through questionnaires distributed to 30 respondents with experience in the maritime industry and familiarity with the SIRE 2.0 program. The questionnaire consists of 30 items representing three key variables and was analyzed using IBM SPSS software to conduct validity tests, reliability tests, and regression analysis. The results show that both crew performance (X1) and management practices (X2) significantly affect tanker vessel operations (Y), with a coefficient of determination (R²) of 0.871. This indicates that 87.1% of the variability in vessel operations can be explained by the two independent variables. These findings suggest that the proper implementation of SIRE 2.0 can enhance the reliability and efficiency of tanker vessel operations. This study provides practical contributions to the improvement of inspection systems and decision-making processes in the national shipping sector.
