Abstract
Pelabuhan berperan besar dalam sistem logistik maritim, sehingga evaluasi kinerja operasionalnya menjadi hal yang krusial. Penelitian ini berusaha untuk mengembangkan model simulasi melalui pendekatan discrete event simulation dengan metode queue system menggunakan software AnyLogic. Studi kasus berada pada Dermaga 303-305 Terminal Peti Kemas Tanjung Priok. Hasil validasi model menunjukkan nilai p-value > 0,05, sehingga simulasi bisa digunakan untuk mengevaluasi kinerja operasional dengan input dan batasan yang telah ditentukan. Evaluasi pada bulan Januari 2024 menunjukkan bahwa sebagian besar indikator kinerja seperti waiting time, approach time, rasio ET/BT, receiving time, delivery time, BOR, dan YOR berada dalam kategori baik. Namun, indikator box/crane/hour tergolong kurang karena tingginya waktu layanan kontainer, terutama pada proses di dermaga, lapangan, dan pergerakan antar lokasi. Dalam evaluasi mendalam, dilakukan tiga skenario perbaikan dengan beberapa kali iterasi hingga ditemukan batas maksimal sebelum sistem mengalami hambatan. Pada skenario pertama (s1), menambah jumlah truk sampai 25 unit dari 20 unit terbukti mampu mendorong nilai box/crane/hour naik sekitar 43%. Di skenario kedua (s2), mempercepat alat bongkar muat di lapangan hingga dua kali lipat berdampak pada peningkatan kinerja sebesar 17%. Sedangkan pada skenario ketiga (s3), mempercepat alat di area dermaga hingga 220% memberi kenaikan sekitar 22%. Dari hasil ini, model simulasi yang dibuat cukup membantu untuk memetakan potensi perbaikan dan bisa jadi alat bantu saat merancang strategi peningkatan operasional pelabuhan.

Ports play a significant role in the maritime logistics system, making evaluating their operational performance crucial. This study attempts to develop a simulation model using a discrete event simulation approach using the queue system method using AnyLogic software. The case study is at Wharf 303-305 of the Tanjung Priok Container Terminal. Model validation results show a p-value > 0.05, enabling the simulation to evaluate operational performance with predetermined inputs and constraints. Evaluation in January 2024 showed that most performance indicators, such as waiting time, approach time, ET/BT ratio, receiving time, delivery time, BOR, and YOR, were in the good category. However, the box/crane/hour indicator was considered insufficient due to the high container service time, particularly during in wharf, yard, and inter-location processes. In-depth analysis was conducted with three scenarios and iterations up to the bottleneck limit, it was found that increasing the number of trucks up to 25 units from 20 units can increase B/C/H by 43% for scenario 1 (s1), acceleration of loading and unloading equipment in yard, namely scenario 2 (s2) in the field up to 200% resulted in an increase of 17%, and scenario 3 (s3) in the form of acceleration of loading and unloading equipment at the wharf up to 220% resulted in an increase of 22%. This model can be used as a decision-making tool to increase port efficiency and productivity.
