Abstract
Juanda Airport in Surabaya faces growing passenger traffic, with over 17 million travelers annually, surpassing its designed capacity of 12.5 million. The efficiency of connectivity between Terminal 1 (domestic) and Terminal 2 (international) remains a challenge, particularly with the discontinuation of shuttle services in 2019 and inconsistent travel times due to congestion in surrounding residential areas. This study evaluates the current connectivity issues by focusing on travel time, shuttle service frequency, and infrastructure. A mixed-methods approach is used, combining quantitative data through travel time analysis and passenger satisfaction surveys, with qualitative insights from expert interviews and field observations. Key findings reveal significant delays due to road congestion, a lack of automated transport systems, and insufficient shuttle frequency. A comparison with Soekarno-Hatta Airport highlights the gap in infrastructure, where automated solutions like SkyTrain and efficient shuttle services are implemented to minimize delays. The study concludes that reintroducing frequent shuttle services, implementing automated transport systems, and establishing standardized Minimum Connection Time (MCT) would significantly improve inter-terminal connectivity, reduce passenger delays, and enhance overall satisfaction. These improvements would align Juanda Airport’s connectivity with international standards and ensure smoother passenger transfers.

Bandara Juanda di Surabaya menghadapi peningkatan lalu lintas penumpang yang signifikan, dengan lebih dari 17 juta penumpang setiap tahunnya, melebihi kapasitas rancangannya sebesar 12,5 juta. Efisiensi konektivitas antara Terminal 1 (domestik) dan Terminal 2 (internasional) masih menjadi tantangan, terutama sejak penghentian layanan shuttle pada tahun 2019 dan waktu tempuh yang tidak konsisten akibat kemacetan di kawasan permukiman sekitar. Penelitian ini mengevaluasi permasalahan konektivitas saat ini dengan berfokus pada waktu tempuh, frekuensi layanan shuttle, dan kondisi infrastruktur. Pendekatan metode campuran digunakan dalam penelitian ini, menggabungkan data kuantitatif melalui analisis waktu tempuh dan survei kepuasan penumpang, serta data kualitatif dari wawancara ahli dan observasi lapangan. Temuan utama menunjukkan adanya keterlambatan signifikan akibat kemacetan lalu lintas, tidak tersedianya sistem transportasi otomatis, serta frekuensi layanan shuttle yang tidak memadai. Perbandingan dengan Bandara Soekarno-Hatta memperlihatkan adanya kesenjangan infrastruktur, di mana solusi otomatis seperti SkyTrain dan layanan shuttle yang efisien telah diterapkan untuk meminimalkan keterlambatan. Studi ini menyimpulkan bahwa pengaktifan kembali layanan shuttle dengan frekuensi tinggi, penerapan sistem transportasi otomatis, dan penetapan standar Minimum Connection Time (MCT) yang terstandarisasi akan secara signifikan meningkatkan konektivitas antar terminal, mengurangi keterlambatan penumpang, dan meningkatkan kepuasan secara keseluruhan. Perbaikan tersebut juga akan menyelaraskan konektivitas Bandara Juanda dengan standar internasional dan memastikan proses transfer penumpang yang lebih lancar.
