Abstract

Penggunaan truk sebagai kendaraan muatan di Indonesia berperan penting dalam mendukung perekonomian negara, dengan tren peningkatan jumlah truk yang signifikan sebagaimana dilaporkan oleh Badan Pusat Statistik. Namun, masalah utama yang dihadapi adalah Over Dimension Over Loading (ODOL), di mana truk seringkali membawa muatan melebihi kapasitas yang ditentukan. Berdasarkan data dari Direktorat Jenderal Perhubungan Darat, sekitar 69% truk melanggar batas muatan, mengakibatkan kerusakan infrastruktur jalan, meningkatnya kecelakaan, serta kerugian ekonomi yang diperkirakan mencapai Rp 40 triliun per tahun. Upaya pemerintah dalam menangani masalah ini termasuk penerapan program Zero ODOL, dengan salah satu implementasinya adalah penggunaan jembatan timbang. Namun, jembatan timbang masih terbatas pada fungsi pengukuran dan kurang efektif dalam mengatasi ODOL secara menyeluruh. Penelitian ini mengusulkan pengembangan dashboard integrasi sistem monitoring berbasis website yang memanfaatkan teknologi digital untuk meningkatkan efektivitas pengawasan dan penegakan ODOL. Dengan menggunakan metode data mining dan algoritma program, sistem ini akan mengklasifikasikan data truk menjadi empat kategori: Over Dimension, Over Load, Over Dimension Over Load, atau Normal. Data yang telah diintegrasi akan diklasifikasi dan ditampilkan dalam dashboard monitoring, dengan python dan Application Programming Interface (API) untuk pengiriman dan komunikasi data, memudahkan analisis dan pengambilan keputusan secara realtime. Diharapkan sistem ini dapat mendukung program Zero ODOL, mengurangi kerusakan infrastruktur, dan mengoptimalkan operasional kendaraan muatan secara menyeluruh.

The use of trucks as cargo vehicles in Indonesia plays an important role in supporting the country's economy, with a significant upward trend in the number of trucks as reported by the Central Bureau of Statistics. However, the main problem faced is Over Dimension Over Loading (ODOL), where trucks often carry loads that exceed the specified capacity. Based on data from the Directorate General of Land Transportation, around 69% of trucks violate the load limit, resulting in damage to road infrastructure, increased accidents, as well as economic losses estimated at Rp 40 trillion per year. The government's efforts in addressing this issue include the implementation of the Zero ODOL program, with one of its implementations being the use of weighbridges. However, weighbridges are still limited to the measurement function and are less effective in addressing ODOL as a whole. This research proposes the development of a website-based monitoring system integration dashboard that utilizes digital technology to improve the effectiveness of ODOL supervision and enforcement. By using data mining methods and program algorithms, this system will classify truck data into four categories: Over Dimension, Over Load, Over Dimension Over Load, or Normal. The integrated data will be classified and displayed in a monitoring dashboard, with python and Application Programming Interface (API) for data transmission and communication, facilitating realtime analysis and decision-making. It is expected that this system can support the Zero ODOL program, reduce infrastructure damage, and optimize overall cargo vehicle operations.
