Abstract
Pelabuhan Tanjung Priok, sebagai pintu utama lalu lintas maritim Indonesia, dihadapkan pada tantangan besar dalam pengelolaan limbah kapal, khususnya pada aspek pelaporan yang belum mencerminkan kondisi aktual di lapangan. Penelitian ini bertujuan untuk merancang skema pemantauan limbah kapal yang lebih andal dan berbasis bukti, dengan mengkaji implementasi sistem Port Waste Management System (PWMS) yang terintegrasi dalam platform Inaportnet. Penelitian ini menggunakan pendekatan kualitatif melalui studi literatur, observasi lapangan, dan wawancara terhadap tujuh pemangku kepentingan utama. Analisis dilakukan melalui pemetaan proses, metode Failure Mode and Effects Analysis(FMEA), serta pendekatan design thinking untuk menghasilkan solusi yang berorientasi pada pengguna. Hasil penelitian menunjukkan bahwa pelaporan limbah kapal sering tidak valid akibat lemahnya verifikasi sistem, rendahnya kesadaran pelaku usaha pelayaran, dan belum terintegrasinya sistem pelaporan dengan penerbitan Surat Persetujuan Berlayar (SPB). Tiga titik kegagalan utama yang teridentifikasi mencakup pelaporan tidak sesuai kondisi riil, kurangnya verifikasi lapangan, serta lemahnya kontrol administratif. Ketidaksesuaian ini berkontribusi terhadap rendahnya integritas data limbah kapal yang tercatat, sehingga menghambat akuntabilitas dan pengawasan. Berdasarkan analisis kebutuhan pengguna sistem, dirumuskan enam alternatif solusi yang mencakup verifikasi sistem, formulir digital dengan dokumen pendukung wajib, dashboard monitoring, penegakan regulasi dengan penundaan persetujuan berlayar, skema penilaian kepatuhan, edukasi dan insentif. Evaluasi kelayakan menunjukkan sebagian besar solusi tergolong layak hingga sangat layak untuk diimplementasikan. Skema ini diharapkan mampu memperkuat integritas data, meningkatkan kepatuhan pelaporan, dan mendukung tata kelola limbah kapal yang transparan dan berkelanjutan.

Tanjung Priok Port, as the principal gateway for Indonesia’s maritime traffic, is confronted with major challenges in the management of ship-generated waste, particularly concerning the accuracy of reporting and the integrity of submitted data. The current reporting system used in the Port Waste Management System (PWMS) on the Inaportnet platform often does not accurately reflect the real waste situation on ships, which affects compliance with regulations and environmental responsibility. This research seeks to formulate a comprehensive, evidence-driven monitoring framework for ship waste management by critically assessing current system functionality and identifying structural deficiencies. Utilising a qualitative research approach, this study draws upon an extensive review of the literature, direct field observations, and semi-structured interviews involving seven key stakeholders. Analytical techniques employed include process mapping, Failure Mode and Effects Analysis (FMEA), and the design thinking methodology to generate solutions tailored to user needs. The findings identify three principal failure points: inaccurate data inputs, the lack of systematic field-level verification, and insufficient regulatory enforcement. These shortcomings collectively undermine the reliability of waste-related data and hinder effective monitoring and compliance mechanisms. After assessing user needs, we have proposed six distinct solutions. These include methods for system verification, digital forms requiring specific documentation, a monitoring dashboard, regulations that may delay sailing approvals, a framework for compliance assessment, and educational and incentive strategies. The feasibility assessment indicates that most of these solutions are either viable or highly viable for implementation. Overall, the proposed scheme is expected to enhance data integrity, promote greater compliance in waste reporting, and support the development of transparent and sustainable governance in ship waste management
