Abstract

Invasive Aquatic Species (IAS) merupakan ancaman bagi ekosistem laut global karena dapat menyebabkan penurunan biodiversitas, gangguan ekologi, dan kerugian ekonomi yang besar. Salah satu jalur utama penyebaran IAS adalah biofouling, yaitu penempelan organisme laut pada lambung kapal. Selain itu, biofouling meningkatkan hambatan kapal yang berimplikasi pada konsumsi bahan bakar yang lebih tinggi dan peningkatan emisi karbon. Menanggapi hal ini, IMO menerbitkan resolusi MEPC.378(80) yang mendorong penerapan Biofouling Management Plan (BMP). Namun, Indonesia sebagai negara maritim belum memiliki sistem pengelolaan yang terstruktur sehingga penelitian ini bertujuan untuk menganalisis kesiapan regulasi Indonesia dalam mendukung implementasi BMP, mengevaluasi risiko kapal terhadap biofouling berbasis IAS, menentukan spesifikasi peralatan inspeksi dan pembersihan, serta menghitung estimasi tarif dari layanan tersebut.
Metode statutory analysis digunakan untuk menganalisis hukum terkait biofouling yang berlaku di Indonesia dan luar negeri. Hasil dari analisis menunjukkan bahwa regulasi di Indonesia belum mengatur secara spesifik terkait biofouling, dan peraturan yang ada lebih mengarah pada penggunaan pelapisan cat antifouling. Sedangkan penilaian dilakukan melalui pendekatan analisis risiko berdasarkan bioregion spesies, rute, kecepatan, dan waktu tinggal kapal di pelabuhan. Dari hasil penelitian didapatkan 62 spesies terindikasi memiliki potensi risiko. Selain itu, 78 kapal internasional yang bersandar di Pelabuhan Tanjung Perak pada tahun 2024 diduga membawa IAS melalui biofouling. Salah satu peralatan yang diperlukan untuk mengatasi hal tersebut adalah peralatan inspeksi dan pembersihan. Dalam proses tersebut Remotely Operated Vehicles (ROV) yang dioperasikan di area dermaga bersamaan dengan bongkar muat digunakan. ROV untuk inspeksi dan pembersihan memiliki spesifikasi dan sistem pendukung yang berbeda, khususnya pada kemampuan pembersihan dan sistem filtrasi limbah.
Hasil penelitian menunjukkan tarif inspeksi yang disarankan adalah Rp7.978,25/m² dengan Break Event Point pada tahun ke-3. Sementara itu, tarif pembersihan sebesar Rp24.355,96 per m², dengan BEP pada tahun ke-2. Tarif tersebut masih berada di bawah tarif yang berlaku secara internasional, namun tetap memberikan tingkat pengembalian investasi yang ekonomis dan menguntungkan.

Invasive Aquatic Species (IAS) pose a serious threat to global marine ecosystems by causing biodiversity loss, ecological disruption, and significant economic damage. One of the main pathways for IAS spread is biofouling, the attachment of marine organisms to ship hulls. Biofouling also increases vessel drag, leading to higher fuel consumption and elevated carbon emissions. In response, the International Maritime Organization (IMO) issued Resolution MEPC.378(80), encouraging the implementation of a Biofouling Management Plan (BMP). However, as a maritime nation, Indonesia does not yet have a structured management system in place. This study aims to analyze the readiness of Indonesia’s regulatory framework to support BMP implementation, assess vessel risks related to IAS based biofouling, determine the required specifications for inspection and cleaning equipment, and estimate the service tariffs for such operations.
The statutory analysis method is used to analyze the biofouling-related laws in force in Indonesia and abroad. The analysis results show that regulations in Indonesia have not specifically addressed biofouling, and existing regulations are more focused on the use of antifouling coatings. Meanwhile, the assessment is conducted through a risk analysis approach based on species bioregions, ship routes, speed, and port stay duration. The study identified 62 species with potential biofouling related risks, and 78 international ships that called at Tanjung Perak Port in 2024 are suspected of carrying IAS via biofouling. To address this issue, inspection and cleaning operations utilizing Remotely Operated Vehicles (ROVs) are proposed. These ROVs are designed to operate alongside cargo handling activities at berth, and are equipped with different specifications and support systems, particularly in terms of cleaning capacity and waste filtration mechanisms.
The results suggest a recommended inspection tariff of IDR 7,978.25 per m² with a break even point (BEP) in the third year, and a cleaning tariff of IDR 24,355.96 per m² with a BEP in the second year. These tariffs remain below international benchmarks while still ensuring an economically viable and profitable return on investment.
