Abstract
Badan klasifikasi kapal berperan penting dalam menjamin keselamatan maritim dan kepatuhan terhadap regulasi nasional maupun internasional, menghubungkan pemilik kapal, operator, otoritas pelabuhan, dan regulator. Di PT X, layanan saat ini berfokus pada penyimpanan/penelusuran data dan administrasi, namun belum memiliki fitur prediktif, notifikasi otomatis, atau visualisasi armada yang komprehensif, sehingga strategi proaktif terbatas. Penelitian ini merancang layanan klasifikasi proaktif dengan menambahkan Customer Relation Officer (CRO) sebagai penghubung utama yang memicu tindak lanjut survei atau perpanjangan sertifikat sebelum tenggat. Fitur seperti pengingat jatuh tempo, dashboard real-time, prioritisasi risiko, dan penjadwalan otomatis dikembangkan melalui Design Thinking. Rancangan mencakup arsitektur fungsional dan logis tiga lapisan, prototipe antarmuka, dan alur proses yang memudahkan koordinasi CRO dengan tim teknis/operasional. Desain ini mendukung deteksi dini item mendekati jatuh tempo, menekan risiko keterlambatan survei atau perpanjangan sertifikat, dan mengurangi kemungkinan status kapal suspend/withdrawn. Proyeksi dua tahun menunjukkan BCR 1,10, ROI 10,0%, IRR 24,9% dan NPV Rp 460 juta, sedangkan lima tahun BCR 1,31, ROI 31,3%, IRR 65,4% dan NPV Rp 3,4 miliar. Nilai manfaat tahunan bagi pemilik kapal mencapai Rp2.442.430.821, terdiri dari penghindaran potensi kehilangan pendapatan Rp2.343.390.000, penurunan kerugian akibat delay overdue Rp67.834.291, dan efisiensi waktu operasional Rp31.206.530.

Ship classification societies are crucial in ensuring maritime safety and compliance with national and international regulations, serving as a link between shipowners, operators, port authorities, and regulators. At PT X, current services focus on data storage/search and administrative handling but lack predictive features, automated notifications, or comprehensive fleet visualization, limiting proactive strategies. This study designs a proactive classification service by adding a Customer Relation Officer (CRO) to initiate follow-up actions for surveys or certificate renewals before deadlines. Features include due-date reminders, real-time dashboards, risk-based prioritization, and automated scheduling, developed through Design Thinking. The design covers functional and three-tier layered logical architectures, user-interface prototypes, and workflows enabling CRO coordination with technical/operational teams. It supports early detection of items nearing due dates, reduces the risk of delayed surveys or renewals, and minimizes suspend/withdrawn status. A two-year projection indicates a Benefit-Cost Ratio (BCR) of 1.10, a Return on Investment (ROI) of 10.0%, an Internal Rate of Return (IRR) of 24.9%, and a Net Present Value (NPV) of IDR 460 million, while the five-year projection shows a BCR of 1.31, ROI of 31.3%, IRR of 65.4%, and NPV of IDR 3.4 billion. The estimated annual economic benefit for vessel owners amounts to IDR 2,442,430,821, consisting of the avoidance of potential revenue loss of IDR 2,343,390,000, a reduction in losses due to overdue delays amounting to IDR 67,834,291, and operational time efficiency valued at IDR 31,206,530.
