Abstract
Indonesia terletak di antara tiga lempeng tektonik yang menyebabkan rawan akan gempa dan tsunami. Pada waktu akhir ini muncul isu tentang potensi besar terjadinya tsunami di daerah selatan provinsi Jawa Timur. Akan tetapi, ternyata beberapa daerah di Jawa Timur masih belum siap terhadap beberapa sarana prasana, misalnya TES (Tempat Evakuasi Sementara) tsunami. TES (Tempat Evakuasi Sementara) tsunami eksisting juga memiliki beberapa permasalahan seperti gagal konstruksi, masyarakat asing terhadap bangunan tersebut, dan masyarakat yang tidak mengetahui fungsi bangunan tersebut. Untuk mengatasi hal ini, prioritas permasalahan dilakukan terlebih dahulu. Berdasarkan penetapan prioritas rancang, pendekatan tektonika arsitektur dan tiga teori lainnya (teori wayfinding, teori placemaking, dan teori iconic building) akan diterapkan ke dalam rancangan. Framework design yang digunakan adalah framework force-based karena nantinya akan mengkolaborasikan force-force yang ada untuk menjadi sebuah rancangan. Metode-metode yang digunakan adalah metode yang dapat membantu dalam merancang berdasarkan teori tersebut. Rancangan yang dihasilkan adalah bangunan evakuasi multifungsi. Fungsi utamanya sebagai TES dan fungsi tambahannya sebagai community center. Bentuk yang dihasilkan diprioritaskan untuk kuat berdiri saat terjadi bencana dan memiliki image yang menarik. Keruangan yang dihasilkan diprioritaskan agar dapat digunakan masyarakat setiap waktu sehingga dapat membentuk ikatan emosional yang kuat. Aspek teknis seperti struktur dan utilitas dirancang dengan memprioritaskan operasional bangunan agar dapat berfungsi saat bencana terjadi.

Indonesia is located between three tectonic plates which make it prone to earthquakes and tsunamis. Recently, there has been an issue about the potential for a tsunami to occur in the southern region of the province of East Java. However, it turns out that several areas in East Java are still not ready for several infrastructure facilities, for example TES (Temporary Evacuation Sites) for the tsunami. The existing tsunami TES (Temporary Evacuation Site) also had several problems, such as failed construction, foreign to people, and people did not know the function of the building. To overcome this, prioritizing the problem is done first. Based on the determination of design priorities, the architectural tectonic approach and three other theories (wayfinding theory, placemaking theory, and iconic building theory) will be applied to the design. The design framework used is a force-based framework because it will collaborate with the existing forces to become a design. The methods used are methods that can assist in designing based on the theory. The resulting design is a multifunctional evacuation building. Its main function is as a TES and its additional function is as a community center. The resulting shape is prioritized to be strong when a disaster occurs and has an attractive image. The resulting space is prioritized so that it can be used by the community at all times so that it can form a strong emotional bond. Technical aspects such as structures and utilities are designed by prioritizing building operations so that they can function when a disaster occurs.
