Abstract

Transportasi laut sangat berperan dalam pendistribusian barang di Indonesia. Oleh karena jasa transportasi laut merupakan kebutuhan infrastruktur dan publik maka kapasitas penyediaan akan jasa transportasi laut sangat penting. Untuk menunjang peran tersebut maka dibutuhkan dukungan pelabuhan. Salah satu pelabuhan yang sangat berperan penting dalam mendukung distribusi dan pergerakan barang di Propinsi Sulawesi Tengah adalah Pelabuhan Pantoloan. Wilayah hinterland Pelabuhan Pantoloan terdiri atas 3 (tiga) Kabupaten!Kota dengan luas 31.532,39 Km2 atau 46,35% dari luas wilayah Propinsi Sulawesi Tengah dengan komoditi unggulan adalah : Padi, Jagung, Kedele, Kakao, Cengkeh, Kelapa, Hasil Hutan, Kayu, Karet, Kelapa, Sawit Hasil peramalan arus petikemas dan barang di Pelabuhan Pantoloan kurun waktu 2002 - 2011 menunjukan kecenderungan peningkatan dengan rata-rata sebesar 11,712% dan 12,402%. Sejalan dengan peningkatan tersebut maka kebutuhan akan ruang kapal juga mengalami peningkatan, dimana untuk kapal petikemas dengan kapasitas angkut 300 TED's dibutuhkan jumlah kunjungan kapal pada tahun 2011 sebanyak 200 kali kunjungan, sedangkan untuk kapal barang dengan kapasitas angkut 1.000 ton dibutuhkan jumlah kunjungan kapal pada tahun 2011 sebanyak 2.284 kali kunjungan. Untuk memilih altematif kebijakan arah pengembangan Pelabuhan Pantoloan dilakukan analisa dengan formulasi Analytical Hierarchy Process (AHP) dengan menjaring preferensi judgement . dari berbagai pihak yang Expert dan mempunyai kompetensi dalam pemilihan altematif arah pengembangan. Adapun pihak-pihak tersebut adalah : Pemerintah Daerah (PEMDA), Pelabuhan (PT. PELINDO Cab. Pantoloan), EMKL/Freight Forwarder, dan Shipping Line dengan aktor yang paling berkepentingan adalah : Pelabuhan dengan Altematif kebijakan arah pengembangan Pelabuhan Pantoloan yang dipilih adalah pengembangan yang diarahkan untuk Peralihan Terminal Multi Purpose

Sea transportation plays a very important role in the distribution of goods in Indonesia. One of the ports that plays a very important role in supporting the distribution and movement of goods in Central Sulawesi Province is Pantoloan Port. The hinterland area of ​​Pantoloan Port consists of 3 (three) regencies/cities with an area of ​​31,532.39 km2 or 46.35% of the area of ​​Central Sulawesi Province with superior commodities: Rice, Corn, Soybean, Cocoa, Cloves, Coconut, Forest Products, Wood, Rubber, Coconut, Palm Oil The results of forecasting the flow of containers and goods at Pantoloan Port for the period 2002 - 2011 show an increasing trend with an average of 11.712% and 12.402%. In line with this increase, the need for ship space also increased, where for container ships with a carrying capacity of 300 TED's, the number of ship visits required in 2011 was 200 visits, while for cargo ships with a carrying capacity of 1,000 tons, the number of ship visits required in 2011 was 2,284 visits. To select alternative policies for the development direction of Pantoloan Port, an analysis was carried out using the Analytical Hierarchy Process (AHP) formulation by collecting judgment preferences from various parties who are experts and have competence in selecting alternative development directions. The parties are: Regional Government (PEMDA), Port (PT. PELINDO Cab. Pantoloan), EMKL/Freight Forwarder, and Shipping Line with the most interested actors being: Port with Alternative policies for the development direction of Pantoloan Port chosen is development directed towards the Transition of Multi Purpose Terminal
