Abstract
Industri konstruksi memiliki peranan penting pada perkembangan dan pertumbuhan ekonomi suatu negara. Pada kenyataannya, pelaksanaan pembangunan yang terus berlangsung tentu diliputi dengan berbagai permasalahan, salah satunya keterlambatan. Keterlambatan pada proyek akan menyebabkan efek domino pada perekonomian seperti biaya yang dikeluarkan akan semakin besar. Keterlambatan pada suatu proyek dapat diatasi dengan melakukan upaya penanganan dalam menghadapi dampak yang dihasilkan oleh faktor penyebabnya. Analisis faktor penyebab keterlambatan bertujuan untuk mengidentifikasi faktor yang menyebabkan keterlambatan pada suatu proyek. Analisis faktor penyebab keterlambatan dalam penelitian ini dilakukan pada Proyek Pembangunan Fasilitas Perkeretaapian Manggarai s.d. Jatinegara (Paket A) Tahap II “Main Line 1”. Metode yang digunakan dalam penelitian ini yaitu diagram fishbone. Identifikasi faktor keterlambatan pada proyek konstruksi dilakukan berdasarkan penelitian sebelumnya dan divalidasi menggunakan wawancara semiterstruktur kepada responden penelitian. Setelah itu dilanjutkan dengan menentukan upaya penanganan dalam mengatasi dampak keterlambatan. Penelitian dilakukan pada bulan Agustus sampai November 2021 dengan hasil akhir penelitian menunjukan terdapat empat jenis pekerjaan yang mengalami persentase keterlambatan terbesar yaitu demolition building, temporary station building facility and maintenance, public utility relocation and protection, serta georadar building work. Faktor yang mendominasi keterlambatan dari item pekerjaan tersebut antara lain ketidaksesuaian desain, ketersediaan lahan, dan penundaan memulai pekerjaan.

The construction industry has an important role in the development and economic growth of a country. In reality, the ongoing development implementation is certainly fraught with various problems, one of them is delays. A delay in the project will cause a domino effect on the economy. The costs incurred will be even greater. Delays in a project can be overcome by initiating efforts to deal with the impacts generated by the causal factors. Analysis of the factors causing delays serves to determine the factors that cause delays in a project. The analysis of the factors causing delays in this study was carried out at Manggarai towards Jatinegara Railway Facility Development Project (Package A) Phase II "Main Line 1". The method used in this study is fishbone diagram. Identification of delay factors in construction projects was carried out based on previous research and further validated using previous research and respondents interviews. Then proceed with determining the handling efforts in overcoming the impact of delays. The study was conducted from August to November 2021 with the final results showing that there were four types of work that experienced the largest percentage of delays, namely demolition building, temporary station building facility and maintenance, public utility relocation and protection, and georadar building work. The factors that dominate the delay in the work are design mismatches, land availability, and delays in starting work.
