Abstract

Kawasan pantai Kabupaten Tegal merupakan kawasan dengan pemanfaatan ruang yang relatif tinggi terutama sebagai jalur utama transportasi darat di jalur pantai utara Pulau Jawa Pantura. Kondisi eksisting kawasan pesisir Kabupaten Tegal telah mengalami degradasi/kerusakan fisik yang ditandai dengan terjadinya erosi disepanjang pesisir tersebut. Bahaya erosi tersebut dapat memberikan tekanan terhadap daya dukung pantai yang kemudian akan mengganggu dan mengurangi fungsi pantai apabila dibiarkan berlangsung terus-menerus tanpa suatu langkah pencegahan untuk mengantisipasi dampak yang ditimbulkan dari bahaya tersebut. Manajemen Resiko merupakan suatu proses yang dinamis, terpadu, dan berkelanjutan untuk meningkatkan kualitas langkah-langkah dalam menyikapi ancaman bahaya erosi yang terjadi. Melalui manajemen resiko, dapat diketahui tingkat resiko dikawasan pesisir Kabupaten Tegal dalam menghadapi bencana erosi yang lebih buruk di kemudian hari. Manajemen Risiko terhadap bencana erosi melalui tahap penentuan Profil Risiko (Risk Profile), dan Penilaian Risiko (Risk Assessment). Pesisir Kabupaten Tegal dibagi menjadi beberapa sub cell untuk memperrnudah penelitian. Hasil dari penilaian resiko dilakukan dengan memplotkan hasil dari valuasi ekonomi dengan pendekatan Total Economic Value (TEV) dan hasil perhitungan intensitas bahaya kedalam suatu hagan yang rnenunjukkan tingkat risiko. Hasil analisa menunjukkan bahwa Kecamatan Warurejo dan Suradadi (Sub Cell la), Kecarnatan Kramat (Sub Cell 2b), Desa Purwahamba dan Maribaya (Sub Cell lc) merupakan kecamatan dengan tingkat risiko "Tinggi" ditunjukkan dengan kerusakan yang terjadi pada sarana/prasarana akibat erosi pantai. Sedangkan Kecamatan Kramat Desa Maribaya (Sub Cell 2a) dan Kecamatan Suradadi Desa Purwahamba (Sub Cell lb) merupakan kecamatan dengan Tingkat Risiko "Sedang". Hasil penilaian risiko tersebut digunakan untuk menentukan tingkat prioritas sehingga dapat ditentukan langkah-langkah yang harus ditempuh dalam melindungi aset yang paling bemilai. Beberapa upaya mitigasi struktural dan non struktural diidentifikasi untuk menekan resiko bencana erosi yang terjadi disepanjang kawasan pesisir Kabupaten Tegal yang rnerupakan bagian dari manajemen bencana. Upaya mitigasi struktural dilakukan dengan penambahan pasir (sand nourishment), penanarnan green belt, rekonstruksi bangunan dan pengembangan sistern peringatan dini. Sedangkan upaya non struktural dilakukan dengan memberikan penyuluhan kepada masyarakat untuk meningkatkan kesadaran masyarakat agar sejalan dengan upaya mitigasi struktural yang dilakukan.

Tegal district's coastal area is a region with highly land use especially as the road transport access in Pantai Utara/Pantura of the Java Island. The existing physical condition shows that the area has been destructed by coastal erosion along the coast. This condition can give a certain pressure that disrupt and decrease the beach function if it happens at all times without taking any preventive action to anticipate the impact caused by coastal erosion. Risk management is a dinamic, integrated, and continued process to improve the quality of the actions taken in coping erosion hazard that's happening. Through Risk Management, ascertainable risk level in Tegal district's coastal area in coping the erosion disaster's worse impact in the future. Risk Management encompasses Risk Profile and Risk Assessment. Tegal district coastal area is divided into several sub cells to facilitate research. Result of risk assessment carried out by plotting the result of Economic valuation using the Total Economic Value (TEV) approach and the calculation of the hazard intensity into a chart that shows the Risk Level. Results of analysis showed that the Warurejo and Suradadi Districts (Sub Cell la), Kramat District (Sub Cell 2b) and Purwahamba and Maribaya Sub Districts (Sub Cell 1 c) are districts in a "High" risk level shown with damages to the infrastructures due to coastal erosion. While Maribaya sub district of Kramat district (Sub Cell 2a) and Purwahamba Sub district of Suradadi District (Sub Cell 1 b) are districts in a "Medium" risk level. The results of risk assessment is used to determine the priority level can be determined so that the actions must be taken in protecting the most valuable assets. Several structural and non-structural mitigation attempts were identified to reduce the risk of catastrophic erosion occurs along the Tegal district coastal area, where those attempts are part of disaster management. Structural mitigation attempts can be carried out by sand nourishment, planting green belts, building reconstructions and development of early warning systems. While non-structural
attempts can be done by educating the public in surrounding area to enhance public awareness in line with conducted structural mitigation attempts.
