Abstract
Perumda Air Minum Kota Padang memiliki tingkat Non-Revenue Water (NRW) sebesar 27,44% yang masih di atas target NRW nasional. Kehilangan fisik merupakan komponen terbesar NRW tersebut. Potensi kehilangan pendapatan ditaksir mencapai 85,4 miliar rupiah. Tingginya tingkat kehilangan fisik di Perumda Air Minum Kota Padang disebabkan oleh kebocoran pipa yang telah melewati umur teknisnya. Salah satu cara penurunan kebocoran yang efisien adalah pembentukan DMA. Penelitian ini bertujuan untuk merencanakan pembentukan DMA dengan mempertimbangkan aspek teknis, finansial, dan kelembagaan di Area Pelayanan Selatan Perumda Air Minum Kota Padang. Penelitian ini dilakukan dengan mengumpulkan data dari kegiatan survei, menganalisis kondisi eksisting jaringan perpipaan Area Pelayanan Selatan, dan merencanakan beberapa DMA di wilayah tersebut menggunakan aplikasi EPANET. Selain itu, dilakukan analisis keuangan terhadap DMA yang direncanakan dengan kriteria investasi meliputi Benefit-Cost Ratio (BCR), Net Present Value (NPV), Internal Rate of Return (IRR), and Payback Period (PP). Aspek kelembagaan juga dinilai dengan metode (Organizational Capacity Assessment) OCA sehingga didapatkan rumusan program penguatan kelembagaan. Hasil penelitian menunjukkan terdapat 3 DMA rencana yaitu DMA 04, 05, dan 06 dengan volume air yang dapat diselamatkan dari pembentukan DMA sebesar 58.510 m³ selama umur manfaat atau terjadi penurunan kehilangan air sebesar 21,29%. DMA rencana dapat berfungsi dengan optimal apabila dikelola dengan baik seperti pemantauan debit dan tekanan, pencarian kebocoran aktif, dan perbaikan kebocoran. Biaya investasi pembentukan rencana DMA sebesar Rp. 660.873.385 dan dinilai layak secara finansial dengan nilai NPV Rp. 686.895.167, BCR 1,63, IRR 12,22%, dan PP 12 tahun. Penilaian OCA menunjukkan kelemahan pada unsur manajemen finansial dan administrasi sehingga diperlukan program penguatan seperti peningkatan pendapatan, efisiensi biaya operasional, optimalisasi pendanaan eksternal, penyusunan POS kehilangan air, pengembangan basis data internal, dan tindak lanjut kebijakan manajemen aset.

Perumda Air Minum Kota Padang has an NRW level of 27.44%, which is still above the national NRW target. Physical losses are the largest component of this NRW, and the potential revenue loss is estimated at IDR 85.4 billion. The high level of physical losses at Perumda Air Minum Kota Padang is mainly caused by pipe leaks in sections of the network that have exceeded their technical service life. One efficient approach to reduce leakage is the establishment of District Metered Areas (DMAs). This study aims to plan the formation of DMAs by considering technical, financial, and institutional aspects in the Southern Service Area of Perumda Air Minum Kota Padang. The study was conducted by collecting data through field surveys, analyzing the existing condition of the pipe network in the Southern Service Area, and designing several DMAs using EPANET. In addition, a financial analysis of the proposed DMAs was carried out using investment appraisal criteria, including the Benefit-Cost Ratio (BCR), Net Present Value (NPV), Internal Rate of Return (IRR), and Payback Period (PP). The institutional aspect was also assessed using the Organizational Capacity Assessment (OCA) method to formulate an institutional strengthening program. The results show that three proposed DMAs—DMA 04, DMA 05, and DMA 06—were identified. The planned DMA program is estimated to save 58,510 m³ of water over the project’s service life, equivalent to a 21.29% reduction in water losses. The proposed DMAs can operate optimally if they are properly managed through routine flow and pressure monitoring, active leak detection, and timely leak repairs. The required investment cost for establishing the DMAs is IDR 660,873,385, and the project is financially feasible with an NPV of IDR 686,895,167, a BCR of 1.63, an IRR of 12.22%, and a PP of 12 years. The OCA results indicate weaknesses in financial management and administration; therefore, strengthening measures are recommended, including increasing revenue, improving operating cost efficiency, optimizing external funding, developing standard operating procedures for water loss management, building an internal database, and following up on asset management policies.
