Abstract
DAS Bengawan Solo Hulu memiliki permasalahan banjir dan kekeringan. Banjir yang terjadi diakibatkan oleh meluapnya aliran sungai Bengawan Solo Hulu. Kekeringan terjadi di beberapa kabupaten yaitu Kabupaten Wonogiri, Lamongan, Gresik dan Tuban. Upaya yang dapat dilakukan dalam mengatasi permasalahan ini adalah menambah waduk di DAS Bengawan Solo yang berfungsi untuk menampung air pada saat musim hujan dan memanfaatkannya sebagai cadangan air baku pada saat musim kemarau. Tujuan dari penelitian ini adalah untuk menganalisa besaran debit banjir yang direduksi dan besaran volume dari penambahan waduk di DAS Bengawan Solo Hulu. Untuk mencapai penelitian tersebut maka diperlukan pemodelan hujan-debit menggunakan model HEC-HMS. Kompenen yang digunakan dalam pemodelan HEC-HMS adalah model bassin, model meteorologi, kontrol spesifikasi, time series, dan run manager. Data yang dibutuhkan dalam pemodelan ini adalah data debit observasi, data kapasitas waduk, data curah hujan, peta tata guna lahan, data jenis tanah, dan peta topografi. Data tersebut diinput kedalam model HEC-HMS untuk memperoleh besaran debit hasil simulasi. Debit hasil simulasi akan dikalibrasi dengan debit observasi, jika debit hasil simulasi menyerupai debit observasi maka dilanjutkan dengan membuat simulasi waduk rencana. Simulasi waduk digunakan untuk melihat seberapa besar penurunan debit puncak outflow terhadap inflow dan besaran volume tampungan pada setiap waduk. Dari hasil penelitian diperoleh 9 potensi waduk yang berada di DAS Bengawan Solo Hulu berdasarkan topografi dan peta tata guna lahan. Volume tampungan yang dapat dimanfaatkan dari 9 Potensi waduk adalah 10,04 juta m3. Dari 9 potensi waduk yang berada di DAS Bengawan Solo Hulu hanya ada 6 potensi waduk yang efektif mereduksi banjir yaitu potensi waduk 1, 3, 4, 5, 6, dan 7. Potensi waduk 1 mereduksi banjir sebesar 4,4 m3/dt, waduk 3 mereduksi banjir sebesar 2,2 m3/dt, waduk 4 mereduksi banjir sebesar 1,4 m3/dt, waduk 5 mereduksi banjir sebesar 5,6 m3/dt, waduk 6 mereduksi banjir sebesar 3,6 m3/dt, dan waduk 7 mereduksi banjir sebesar 2 m3/dt.

Bengawan Solo Hulu watershed has flood and drought problems. The flood that occurred was caused by the overtopping of the Solo Hulu river. Drought occurred in several districts, namely Wonogiri, Lamongan, Gresik, and Tuban. Efforts to overcome this problem include adding a reservoir in the Bengawan Solo watershed, which collects water during the rainy season and uses it as a raw water reserve during the dry season. The research aims to analyze the reduced amount of flood discharge and volume from the additional reservoir in the Bengawan Solo Hulu Watershed. Therefore, to achieve the purpose of the research, it is necessary to use rainfall-runoff modeling. The model is the HEC-HMS Model. The components utilized in the HEC-HMS model are the basin model, meteorology, specification control, time series, and run manager. They utilize data in this research are observation debit, reservoir capacity, rainfall, and soil type data, as well as land use and topography maps, which are all useful in this study. The data will be entered into the HEC-HMS model to get the amount of discharge simulation results. The simulation discharge results are calibrated with observation discharge. If the simulated discharge resembles the observed discharge, proceed with making a reservoir simulation plan. Reservoir simulation determines the magnitude of the decrease in discharge from outflow to inflow and the amount of storage volume in each reservoir. The research results based on topographic maps and land use maps obtained nine potential reservoirs in the Bengawan Solo Hulu watershed. From nine reservoirs, the storage volume which can be utilized is 10.04 billion m3. Furthermore, six reservoirs have the potential to reduce floods. They are the first, the third, the fourth, the fifth, the sixth, and the seventh reservoir. The potential of the first reservoir reduces flooding by 4.4 m3/s. Next, the third reservoir reduces flooding by 2.2 m3/s, and the fourth reservoir reduces flooding by 1.4 m3/s. After that, the fifth reservoir reduces flooding by 5.6 m3/s. Then, the sixth reservoir reduces flooding by 3.6 m3/s. Furthermore, last, the seventh reservoir reduces flooding by 2.0 m3/s.
