Abstract
Perumda Air Minum Tirta Sewakadarma bertugas menyediakan air minum bagi masyarakat Kota Denpasar. Salah satu sumber air yang dimiliki perusahaan adalah IPA Waribang II. Pada tahun 2023 dan 2024, perumda memiliki biaya energi sebesar Rp452/m³ dan Rp545/m³. Nilai tersebut melampaui rata-rata biaya energi nasional pada BUMD Air Minum yaitu Rp380,13/m³. Walaupun demikian, Perumda Air Minum Tirta Sewakadarma belum melaksanakan audit energi sesuai standar yang berlaku. Penelitian ini bertujuan untuk mengidentifikasi kondisi eksisting efisiensi energi dan kinerja Pompa Distribusi IPA Waribang II. Selain itu, penelitian ini juga mengeksplorasi alternatif kegiatan optimasi efisiensi energi serta mengevaluasi tingkat kelayakan kegiatan tersebut dari aspek teknis, finansial, dan kelembagaan. Metode penelitian dilakukan dengan mengumpulkan data primer dan sekunder. Pengumpulan data primer dilakukan melalui pengukuran langsung kinerja pompa dan wawancara dengan narasumber terkait. Data sekunder diperoleh dari dokumen resmi negara/daerah, literatur akademik, serta laporan Perumda. Data-data yang telah dikumpulkan dianalisis terhadap aspek teknis, finansial, dan kelembagaan. Analisis teknis menggunakan pemodelan menggunakan aplikasi Epanet dengan parameter yang diamati yaitu efisiensi pompa, SEC, penghematan biaya listrik, tekanan titik kritis, dan debit distribusi pompa. Analisis finansial dilakukan dengan memakai parameter NPV (Net Present Value), IRR (Internal Rate of Return), dan BCR (Benefit Cost Ratio). Analisis kelembagaan dilakukan menggunakan analisis SWOT. Hasil penelitian menunjukan bahwa kegiatan optimasi efisiensi energi yang direkomendasikan adalah dengan memperkecil diameter impeller yang dipasang pada pompa eksisting dan pengaturan VSD menyesuaikan kebutuhan tekanan titik kritis. Alternatif ini memiliki nilai peningkatan efisiensi energi yang tinggi dengan efisiensi pompa sebesar 77,71%, SEC 0,12 kWh/m3, tekanan titik kritis di jam puncak sekitar 5,2 m, dan debit distribusi mencapai 153,52 lps, dan dapat menghemat biaya listrik hingga Rp 572.547.420,00. Alternatif ini dinilai layak berdasarkan analisis aspek teknis, finansial, dan kelembagaan.

Perumda Air Minum Tirta Sewakadarma is responsible for providing potable water to the residents of Denpasar City. One of its key water sources is the Waribang II Water Treatment Plant (IPA Waribang II). In 2023 and 2024, the company’s energy cost reached IDR 452/m³ and IDR 545/m³, respectively exceeding the national average energy cost for regional water utilities (BUMD Air Minum), which is IDR 380.13/m³. Despite this condition, Perumda Air Minum Tirta Sewakadarma has not yet conducted an energy audit in accordance with prevailing standards. This study aims to assess the existing condition of energy efficiency and the performance of the distribution pumps at IPA Waribang II. In addition, it examines potential alternatives for energy-efficiency optimization and evaluates their feasibility from technical, financial, and institutional perspectives. The research employed both primary and secondary data. Primary data were collected through direct measurement of pump performance and interviews with relevant personnel. Secondary data were obtained from official national and regional documents, academic literature, and company reports. The collected data were analyzed across technical, financial, and institutional dimensions. The technical analysis utilized hydraulic modeling with EPANET, focusing on pump efficiency, Specific Energy Consumption (SEC), electricity cost savings, critical-point pressure, and distribution flow rate. The financial analysis applied Net Present Value (NPV), Internal Rate of Return (IRR), and Benefit Cost Ratio (BCR). The institutional assessment used SWOT analysis. The results of the study indicate that the recommended energy efficiency optimization activities are to reduce the impeller diameter installed on the existing pump and adjust the VSD to match the critical point pressure requirements. This alternative has a high energy efficiency improvement value with a pump efficiency of 77.71%, SEC 0.12 kWh/m3, critical point pressure at peak hours is around 5.23 m, distribution discharge reaching 153.52 lps, and it can reduce electricity consumption up to Rp 572.547.420,00. This alternative is considered feasible based on an analysis of technical, financial, and institutional assessment.
