Abstract

Tingginya tingkat kehilangan air di Indonesia menjadi tantangan utama dalam pencapaian target pengelolaan air minum nasional. RPJMN 2025–2029 menetapkan batas kehilangan air maksimal sebesar 25%, sementara capaian nasional pada tahun 2024 masih berada di angka 33%. PT Air Minum Giri Menang (Perseroda) mencatat kehilangan air sebesar 38,64%, dengan dua wilayah prioritas yaitu District Metered Area (DMA) Graha Permata Kota (GPK) dan DMA Lingkar Manunggal (LM). Penelitian ini bertujuan untuk menganalisis kondisi eksisting dan kinerja hidraulik jaringan distribusi, merumuskan strategi teknis penurunan kehilangan air, menilai kelayakan finansial, serta mengevaluasi aspek kelembagaan yang mendukung implementasi strategi. Metode yang digunakan meliputi penyusunan neraca air dengan WB-EasyCalc 6.17, pemodelan hidraulik menggunakan EPANET 2.2, serta analisis finansial dengan indikator NPV, IRR, BCR, dan Payback Period (PP). Strategi penurunan kehilangan air mencakup manajemen tekanan untuk mengurangi kehilangan fisik melalui penerapan Variable Speed Drive (VSD) pada DMA GPK dan pemasangan Pressure Reducing Valve (PRV) di DMA LM, serta penggantian meter pelanggan untuk mengurangi kehilangan nonfisik. Hasil analisis menunjukkan tingkat kehilangan air sebesar 38,63% di GPK dan 38,30% di LM, yang disebabkan oleh kebocoran pipa dan rendahnya akurasi meter pelanggan. Penerapan VSD di GPK menurunkan tekanan rata-rata dari 27,12 m menjadi 23,58 m dan mengurangi kehilangan air sebesar 2.469 m³/bulan. Pemasangan PRV di LM menurunkan tekanan dari 13,18 m menjadi 12,24 m dengan pengurangan kehilangan air sebesar 728 m³/bulan. Penggantian meter mampu menurunkan kehilangan nonfisik hingga 5,2% di GPK dan 1,7% di LM. Secara ekonomi, strategi di GPK menghasilkan NPV sebesar Rp229 juta, IRR 54%, BCR 1,69, dan PP 2 tahun, sedangkan di LM menghasilkan NPV Rp12 juta, IRR 19%, BCR 1,11, dan PP 5 tahun. Analisis kelembagaan berbasis SWOT menempatkan PT Air Minum Giri Menang pada Kuadran III (Weakness–Opportunities), dengan fokus pada penguatan kapasitas teknis, integrasi sistem IoT–SCADA–GIS, dan peningkatan koordinasi lintas bidang. Implementasi strategi berhasil menurunkan kehilangan air di DMA GPK sebesar 13,64% dan di DMA LM sebesar 10,15%.

The high level of water loss in Indonesia poses a major challenge to achieving national drinking water management targets. The 2025–2029 RPJMN sets a maximum water loss limit of 25%, while the national achievement in 2024 remains at 33%. PT Air Minum Giri Menang (Perseroda) recorded a water loss of 38.64%, with two priority areas: District Metered Area (DMA) Graha Permata Kota (GPK) and DMA Lingkar Manunggal (LM). This study aims to analyze the existing conditions and hydraulic performance of the distribution network, formulate technical strategies to reduce water loss, assess financial feasibility, and evaluate institutional aspects supporting strategy implementation.
The methods used include water balance preparation using WB-EasyCalc 6.17, hydraulic modeling with EPANET 2.2, and financial analysis using indicators such as Net Present Value (NPV), Internal Rate of Return (IRR), Benefit-Cost Ratio (BCR), and Payback Period (PP). The water loss reduction strategies include pressure management to reduce physical losses through the application of Variable Speed Drive (VSD) in DMA GPK and installation of Pressure Reducing Valve (PRV) in DMA LM, as well as customer meter replacement to reduce non-physical losses. The analysis results show water loss levels of 38.63% in GPK and 38.30% in LM, caused by pipe leaks and low customer meter accuracy. VSD implementation in GPK reduced the average pressure from 27.12 m to 23.58 m and decreased water loss by 2,469 m³/month. PRV installation in LM reduced pressure from 13.18 m to 12.24 m, lowering water loss by 728 m³/month. Meter replacement reduced non-physical losses by up to 5.2% in GPK and 1.7% in LM. Economically, the strategy in GPK resulted in an NPV of IDR 229 million, IRR of 54%, BCR of 1.69, and PP of 2 years, while in LM it produced an NPV of IDR 12 million, IRR of 19%, BCR of 1.11, and PP of 5years. SWOT-based institutional analysis places PT Air Minum Giri Menang in Quadrant III (Weakness–Opportunities), focusing on strengthening technical capacity, integrating IoT–SCADA–GIS systems, and improving cross-sector coordination. Strategy implementation successfully reduced water loss by 13.64% in DMA GPK and 10.15% in DMA LM.
