Abstract
Tingkat kehilangan air minum (Non-Revenue Water/NRW) di Perumdam Kota Magelang masih sangat tinggi, mencapai 52,97% pada tahun 2024 dengan potensi kerugian finansial sekitar Rp 45,65 miliar per tahun. Zona Utara dipilih sebagai lokasi penelitian karena memiliki jumlah DMA eksisting terbanyak namun mencatat tingkat NRW tertinggi, yaitu 68,78%, sehingga menunjukkan perlunya strategi pengendalian yang lebih efektif dan terintegrasi. Oleh sebab itu, penelitian ini bertujuan merumuskan strategi penurunan NRW melalui pembentukan DMA baru, penerapan manajemen tekanan, serta analisis kelayakan investasi dan kesiapan kelembagaan untuk mendukung implementasi program. Metode penelitian mencakup evaluasi kinerja DMA eksisting, penyusunan rencana 19 DMA baru sebagai skenario pengembangan, serta penetapan dua DMA prioritas untuk dianalisis lebih rinci melalui simulasi hidraulik menggunakan EPANET 2.2. Selanjutnya, dilakukan analisis finansial dengan indikator Net Present Value (NPV), Benefit–Cost Ratio (BCR), dan Payback Period (PP), serta penilaian kesiapan kelembagaan menggunakan kerangka Organizational Capacity Assessment (OCA) yang mencakup aspek tata kelola, sumber daya manusia, proses operasional, dan pengelolaan data. Hasil penelitian menunjukkan bahwa penerapan Pressure Reducing Valve (PRV) pada inlet DMA mampu menurunkan kehilangan air fisik dari 55,07% menjadi 41,70% pada set‑point 1,5 bar, dengan potensi penghematan air mencapai 1,39 juta m³ per tahun. Analisis finansial memperlihatkan bahwa kedua DMA prioritas layak diimplementasikan. Penilaian kelembagaan menghasilkan skor OCA 3,07 (kategori cukup siap), sehingga diperlukan penguatan SOP, digitalisasi data, dan peningkatan kapasitas teknis. Secara keseluruhan, pembentukan DMA, manajemen tekanan, dan penerapan teknologi IoT–SCADA terbukti sebagai strategi efektif untuk menurunkan NRW dan meningkatkan keberlanjutan layanan air minum di Zona Utara.

The level of Non-Revenue Water (NRW) in Perumdam Kota Magelang remains critically high, reaching 52.97% in 2024 with an estimated financial loss of approximately IDR 45.65 billion per year. The Northern Zone was selected as the study area because it contains the largest number of existing District Metered Areas (DMAs) but simultaneously records the highest NRW level at 68.78%, indicating the need for more effective and integrated control strategies. Therefore, this study aims to formulate NRW reduction measures through the development of new DMAs, the implementation of pressure management, and an assessment of investment feasibility and institutional readiness to support strategy implementation. The research methodology comprises the evaluation of existing DMA performance, the development of a plan for 19 new DMAs as part of the DMA expansion scenario, and the selection of two priority DMAs for more detailed analysis using hydraulic simulations with EPANET 2.2. Subsequently, a financial analysis was conducted using the indicators Net Present Value (NPV), Benefit–Cost Ratio (BCR), and Payback Period (PP). In addition, institutional readiness was assessed using the Organizational Capacity Assessment (OCA) framework, which covers aspects of governance, human resources, operational processes, and data management. The results show that installing Pressure Reducing Valves (PRVs) at DMA inlets can reduce physical losses from 55.07% to 41.70% at a 1.5-bar set-point, with potential water savings of 1.39 million m³ per year. Financial evaluation indicates that both priority DMAs are feasible for implementation. The institutional assessment produced an OCA score of 3.07 (moderately ready), suggesting the need for strengthening SOPs, data digitalization, and technical capacity building. Overall, the study concludes that DMA establishment, pressure management, and IoT–SCADA–based monitoring are effective strategies to reduce NRW and enhance the sustainability of drinking water services in the Northern Zone.
