Abstract
Sistem Drainase Kalibokor di Kota Surabaya masih mengalami permasalahan banjir meskipun telah dilengkapi rumah pompa dan pintu air, sehingga diperlukan adanya evaluasi sistem dan perencanaan ulang. Penelitian ini bertujuan mengevaluasi kondisi eksisting dan menganalisis alternatif perbaikan sistem melalui pemodelan hidrologi dan hidraulika menggunakan program bantu EPA SWMM. Evaluasi dilakukan pada hujan rencana periode ulang 2, 5, 10, dan 25 tahun dengan tinggi hujan masing-masing sebesar 81,40 mm, 111,74 mm, 132,90 mm, dan 160,86 mm, serta dikombinasikan dengan kondisi pasang surut rencana Highest High Water Level (HHWL) +1,3269 m, Mean Sea Level (MSL) +0,001 m, dan Lowest Low Water Level (LLWL) −1,3609 m. Hasil pemodelan kondisi eksisting menunjukkan bahwa Sistem Drainase Kalibokor belum mampu memenuhi kriteria desain drainase perkotaan bahkan pada kategori periode 10 tahun. Perencanaan ulang dilakukan melalui empat skenario. Skenario pertama menerapkan optimalisasi sistem eksisting berupa pengaturan ulang pola operasi pompa dan peningkatan kapasitas pompa, yaitu penambahan 2 unit pompa pada rumah pompa Kalibokor dengan kapasitas 3 m³/detik serta peningkatan kapasitas pompa Araya dari 1 m³/detik menjadi 2 m³/detik. Skenario kedua mengombinasikan optimalisasi pompa, perubahan geometri, dan perbaikan kemiringan dasar saluran terutama pada ruas yang memiliki slope negatif. Skenario ketiga berupa penambahan pintu dan pompa pada hilir terluar sistem yang berfungsi mengurangi beban yang diterima pada saluran-saluran di hilir Sistem Kalibokor. Selanjutnya pada skenario keempat terdapat rekomendasi penambahan bozem dengan luas 105.000 m² dan volume tampungan 105.000 m³, jumlah saluran overflow yang terjadi sama dengan skenario kedua, namun adanya bozem secara efektif dapat mengurangi ketinggian air pada saluran-saluran di hilir Sistem Kalibokor yang dimulai dari Node STA5+400 hingga outfall. Secara kuantitatif, perencanaan ulang yang dilakukan mampu meningkatkan kinerja Sistem Drainase Kalibokor sehingga memenuhi kriteria pelayanan drainase dengan periode ulang hujan 10 tahun.

The Kalibokor Drainage System in Surabaya City continues to experience flooding problems despite being equipped with pump stations and floodgates, indicating the need for system evaluation and redesign. This study aims to evaluate the existing condition and analyze alternative improvement measures through hydrological and hydraulic modelling using the EPA SWMM software. The evaluation was conducted for design rainfall return periods of 2, 5, 10, and 25 years, with corresponding rainfall depths of 81.40 mm, 111.74 mm, 132.90 mm, and 160.86 mm, combined with tidal boundary conditions consisting of the Highest High-Water Level (HHWL) of +1.3269 m, Mean Sea Level (MSL) of +0.001 m, and the Lowest Low Water Level (LLWL) of −1.3609 m. The results of the existing condition modelling indicate that the Kalibokor Drainage System does not meet urban drainage design criteria, even for the 10-year return period. The redesign was developed through four scenarios. The first scenario applied optimization of the existing system by adjusting pump operation patterns and increasing pump capacity, including the addition of two pumps at the Kalibokor pump station with a capacity of 3 m³/s each and increasing the Araya pump capacity from 1 m³/s to 2 m³/s. The second scenario combined pump optimization with channel geometry modification and improvement of channel bed slopes, particularly at sections with negative slopes. The third scenario involves the addition of gates and pumps on the outermost downstream of the system, which serve to reduce the load received on the channels downstream of the Kalibokor System. Furthermore, in the fourth scenario, there is a recommendation to add a bozem with an area of 105,000 m² and a storage volume of 105,000 m³, the number of overflow channels that occur is the same as the second scenario, but the presence of the bozem can effectively reduce the water level in the channels downstream of the Kalibokor System starting from Node STA5 + 400 to the outfall. Quantitatively, the re-planning carried out is able to improve the performance of the Kalibokor Drainage System so that it meets the criteria for drainage services with a 10-year rainfall recurrence period.
