Abstract
Keterbatasan infrastruktur Stasiun Pengisian Kendaraan Listrik Umum (SPKLU) di wilayah kepulauan, khususnya di Provinsi Nusa Tenggara Timur (NTT), menjadi salah satu kendala utama dalam percepatan adopsi Kendaraan Bermotor Listrik Berbasis Baterai (KBLBB). Ketimpangan distribusi SPKLU di Pulau Flores dipengaruhi oleh kondisi geografis, keterbatasan jaringan kelistrikan, serta aksesibilitas infrastruktur jalan, sehingga penentuan lokasi SPKLU tidak dapat dilakukan dengan pendekatan konvensional. Penelitian ini bertujuan untuk menentukan lokasi optimum pembangunan SPKLU di Pulau Flores melalui pendekatan berbasis data spasial dan multikriteria yang terintegrasi. Metode penelitian yang digunakan adalah integrasi Geographic Information System (GIS) dan Analytical Hierarchy Process (AHP). GIS dimanfaatkan untuk menganalisis dan memetakan variabel spasial yang meliputi jaringan listrik, kepadatan penduduk, aksesibilitas jalan, dan kesesuaian tata ruang, sedangkan AHP digunakan untuk menentukan bobot kepentingan relatif setiap kriteria berdasarkan penilaian enam orang pakar yang memiliki keahlian di bidang perencanaan wilayah, teknologi energi, dan kajian spasial. Seluruh parameter spasial selanjutnya diolah menggunakan teknik weighted overlay untuk menghasilkan peta kesesuaian lokasi SPKLU. Hasil penelitian menunjukkan bahwa lokasi dengan tingkat kesesuaian tinggi untuk pembangunan SPKLU terkonsentrasi pada beberapa kecamatan prioritas, yaitu Kecamatan Ruteng, Kecamatan Ende, dan Kecamatan Alok, yang memiliki kombinasi akses jalan yang baik, kedekatan dengan jaringan listrik eksisting, serta kepadatan aktivitas penduduk yang relatif tinggi. Selain itu, Kecamatan tersebut teridentifikasi sebagai zona kesesuaian menengah yang berpotensi dikembangkan pada tahap berikutnya. Model yang dihasilkan mampu mengidentifikasi lokasi prioritas SPKLU secara sistematis dan objektif, serta menunjukkan bahwa analisis lokasi SPKLU memiliki karakteristik yang berbeda dengan infrastruktur pengisian energi konvensional. Temuan ini memberikan implikasi strategis bagi pemerintah daerah dan investor dalam merencanakan pembangunan SPKLU secara efisien, bertahap, dan berbasis bukti, serta mendukung pengembangan transportasi berkelanjutan dan transisi energi di wilayah kepulauan.

The limited infrastructure of Public Electric Vehicle Charging Stations (SPKLU) in the archipelago, especially in East Nusa Tenggara Province (NTT), is one of the main obstacles in accelerating the adoption of Battery-Based Electric Motorized Vehicles (KBLBB). The inequality of SPKLU distribution on Flores Island is influenced by geographical conditions, limited electricity networks, and accessibility of road infrastructure, so that the determination of SPKLU locations cannot be done with a conventional approach. This study aims to determine the optimal location for the construction of SPKLU on Flores Island through an integrated spatial and multicriteria data-based approach. The research method used is the integration of Geographic Information System (GIS) and Analytical Hierarchy Process (AHP). GIS is used to analyze and map spatial variables including power grid, population density, road accessibility, and spatial suitability, while AHP is used to determine the relative importance weight of each criterion based on the assessment of six experts who have expertise in the fields of regional planning, energy technology, and spatial studies. All spatial parameters are then processed using the weighted overlay technique to produce a map of the suitability of the SPKLU location. The results of the study show that locations with a high level of suitability for the construction of SPKLU are concentrated in several priority sub-districts, namely Ruteng District, Ende District, and Alok District, which have a combination of good road access, proximity to the existing electricity grid, and relatively high density of population activities. In addition, the sub-district was identified as a medium suitability zone that has the potential to be developed in the next stage. The resulting model is able to identify the priority locations of SPKLU systematically and objectively, and shows that the analysis of SPKLU locations has different characteristics from conventional energy charging infrastructure. These findings provide strategic implications for local governments and investors in planning the development of SPKLU in an efficient, gradual, and evidencebased manner, as well as supporting the development of sustainable transportation and energy transition in the archipelago
