Abstract

Pengelolaan lindi di TPA Tamangapa, Makassar, menghadapi tantangan serius akibat praktik metode open dumping yang berpotensi mencemari lingkungan permukiman di sekitarnya. Penelitian ini bertujuan mengevaluasi efektivitas kinerja Instalasi Pengolahan Lindi (IPL) eksisting, menganalisis kualitas efluen, serta dampaknya terhadap badan air penerima. Penelitian ini menggunakan metode neraca air Thornthwaite-Mather dan uji laboratorium yang dibandingkan dengan baku mutu lindi. Hasil penelitian menunjukkan bahwa kinerja IPL tidak efektif dengan efisiensi penyisihan beban organik yang rendah (42%). Konsentrasi efluen tercatat memiliki BOD 264,16 mg/L, COD 660,21 mg/L, dan Nitrogen Total 161,65 mg/L, yang seluruhnya melampaui baku mutu PermenLHK No. 59/2016. Kegagalan operasional ini terbukti menyebabkan pencemaran pada badan air di hilir dengan kadar BOD mencapai 166,09 mg/L dan COD mencapai 411,66 mg/L yang melebihi standar Kelas IV PP No. 22/2021. Dari penelitian ini disimpulkan bahwa ketidakefektifan sistem disebabkan oleh beberapa kendala operasional seperti akumulasi lumpur dan fenomena short-circuiting, serta faktor buruk lain seperti posisi manajemen yang berada pada strategi bertahan (Kuadran IV). Penelitian ini merekomendasikan rehabilitasi teknis melalui pengaktifan kembali unit Anaerobic Baffled Reactor (ABR), transformasi kolam fakultatif menjadi kolam aerasi dengan bantuan aerator permukaan, serta peningkatan fungsi kolam polishing menjadi constructed wetland untuk memastikan agar memenuhi baku mutu Permen LHK No. 59 Tahun 2016.

Leachate management at the Tamangapa Landfill, Makassar, faces serious challenges due to the practice of open dumping, which potentially contaminates the surrounding residential environment. This study aims to evaluate the performance effectiveness of the existing Leachate Treatment Plant (IPL), analyze effluent quality, and assess its impact on receiving water bodies. This study uses the Thornthwaite-Mather water balance method and laboratory tests compared against leachate quality standards. The results indicate that IPL performance is ineffective, with low organic load removal efficiency (42%). Recorded effluent concentrations were BOD 264.16 mg/L, COD 660.21 mg/L, and Total Nitrogen 161.65 mg/L, all of which exceed the quality standards of MoEF Regulation No. 59/2016. This operational failure evidently caused pollution in downstream water bodies, with BOD levels reaching 166.09 mg/L and COD reaching 411.66 mg/L, exceeding Class IV standards of Government Regulation No. 22/2021. This study concludes that the system's ineffectiveness is caused by operational constraints such as sludge accumulation and short-circuiting phenomena, along with other adverse factors such as a management position situated in a defensive strategy (Quadrant IV). The research recommends technical rehabilitation through the reactivation of the Anaerobic Baffled Reactor (ABR) unit, the transformation of facultative ponds into aerated lagoons supported by surface aerators, and the functional upgrading of polishing ponds into constructed wetlands to ensure compliance with the quality standards stipulated in the Regulation of the Minister of Environment and Forestry No. 59 of 2016.
