Abstract
Kehilangan air (Non-Revenue Water / NRW) masih menjadi permasalahan utama dalam pengelolaan Sistem Penyediaan Air Minum (SPAM) Perumda Air Minum Tirta Moedal Kota Semarang, dengan tingkat NRW mencapai 44,59% pada tahun 2024. Penelitian ini difokuskan pada dua District Metered Area (DMA), yaitu DMA Plamongan Indah dan DMA Kuwasen, yang memiliki tingkat kehilangan air tertinggi dan menunjukkan tren peningkatan signifikan. Tujuan penelitian ini adalah merumuskan strategi penurunan kehilangan air minum yang optimum melalui pendekatan teknis, hidraulis, finansial, dan kelembagaan. Metode penelitian meliputi penyusunan neraca air menggunakan WB-EasyCalc, pemodelan jaringan distribusi dengan EPANET 2.2, serta penilaian kehilangan air fisik menggunakan indikator Infrastructure Leakage Index (ILI). Analisis kelayakan finansial dilakukan dengan metode Net Present Value (NPV), Benefit Cost Ratio (BCR), dan Payback Period (PP), sedangkan analisis kelembagaan menggunakan metode Organizational Capacity Assessment (OCA). Hasil penelitian menunjukkan bahwa DMA Plamongan Indah memiliki tingkat kehilangan air sebesar 48,19% dengan nilai ILI 30,58, sedangkan DMA Kuwasen sebesar 47,51% dengan nilai ILI 22,17. Keduanya termasuk kategori D menurut klasifikasi International Water Association (IWA). Penerapan manajemen tekanan melalui pemasangan Pressure Reducing Valve (PRV) mampu menurunkan kehilangan air fisik pada DMA Plamongan Indah dari 19.781 m³/bulan menjadi 19.038 m³/bulan atau setara 8.916 m³/tahun. Pada DMA Kuwasen, kehilangan air fisik turun dari 14.440 m³/bulan menjadi 10.258 m³/bulan atau setara 114.276 m³/tahun. Berdasarkan analisis finansial, strategi pemasangan PRV merupakan alternatif paling efektif dan layak diterapkan pada kedua DMA.

Non-Revenue Water (NRW) remains a major challenge in the management of the drinking water supply system of Perumda Air Minum Tirta Moedal, Semarang City, with the NRW level reaching 44.59% in 2024. This study focuses on two District Metered Areas (DMAs), namely Plamongan Indah and Kuwasen, which exhibit the highest water loss levels and a significant increasing trend. The objective of this research is to formulate an optimum strategy for reducing water loss through technical, hydraulic, financial, and institutional approaches. The research methods include the preparation of a water balance using WB-EasyCalc, hydraulic modeling of the distribution network using EPANET 2.2, and assessment of physical water losses using the Infrastructure Leakage Index (ILI). Financial feasibility was evaluated using Net Present Value (NPV), Benefit Cost Ratio (BCR), and Payback Period (PP), while institutional capacity was assessed using the Organizational Capacity Assessment (OCA) method. The results show that the water loss level in DMA Plamongan Indah is 48.19% with an ILI value of 30.58, while DMA Kuwasen records a water loss level of 47.51% with an ILI value of 22.17. Both DMAs are classified as Category D according to the International Water Association (IWA), indicating high leakage levels and low distribution efficiency. Pressure management through the installation of Pressure Reducing Valves (PRVs) reduced physical water losses in DMA Plamongan Indah from 19,781 m³/month to 19,038 m³/month, equivalent to 8,916 m³/year. In DMA Kuwasen, physical water losses decreased from 14,440 m³/month to 10,258 m³/month, equivalent to 114,276 m³/year. Financial analysis confirms that PRV installation is the most effective and feasible strategy for both DMAs.
