Abstract
Pendidikan merupakan aspek krusial dalam pembangunan bangsa karena berperan penting dalam membentuk sumber daya manusia yang berkualitas. Salah satu indikator yang umum digunakan untuk menilai keberhasilan pemerataan pendidikan adalah Angka Partisipasi Kasar (APK). Di Provinsi Jawa Timur, perkembangan APK SMP/sederajat menunjukkan tren fluktuatif sejak tahun 2017, dengan puncaknya pada 2021 sebesar 97,17%, namun kemudian mengalami penurunan berkelanjutan hingga mencapai 93,89% pada tahun 2024. Kondisi ini menimbulkan kekhawatiran karena berpotensi menghambat pencapaian Tujuan Pembangunan Berkelanjutan (SDGs), khususnya dalam aspek pendidikan inklusif dan bermutu. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang memengaruhi APK SMP/sederajat di 38 kabupaten/kota di Provinsi Jawa Timur selama periode 2017–2024 dengan menggunakan pendekatan regresi data panel. Hasil penelitian menunjukkan bahwa Angka Partisipasi Kasar (APK) SMP di Provinsi Jawa Timur tahun 2017–2024 menunjukkan pola fluktuatif dengan kesenjangan capaian yang jelas antarwilayah, di mana daerah perkotaan cenderung memiliki nilai lebih tinggi dibandingkan wilayah kabupaten. Indikator ekonomi dan pendidikan memperlihatkan tekanan pada periode pandemi COVID-19 tahun 2020–2021, namun secara umum mengalami pemulihan hingga tahun 2024, dengan pola spasial yang menunjukkan konsentrasi capaian pendidikan dan kesejahteraan di wilayah perkotaan. Hasil pemodelan regresi data panel menggunakan Random Effects Model (REM) menunjukkan bahwa Tingkat Tengangguran Terbuka, rasio guru terhadap sekolah, rasio guru terhadap murid, Persentase Penduduk Miskin, dan Kepadatan Penduduk berpengaruh signifikan terhadap APK SMP di Jawa Timur, dengan dengan kebaikan model sebesar 13,65% dan sisanya yaitu 86,35% dijelaskan oleh variabel lain di luar model.

Education is a crucial aspect of national development because it plays a vital role in developing quality human resources. One indicator commonly used to assess the success of educational equality is the Gross Enrollment Rate (GER). In East Java Province, the development of the Junior High School/equivalent GER has shown a fluctuating trend since 2017, peaking at 97.17% in 2021, but then experiencing a continuous decline to reach 93.89% in 2024. This condition raises concerns because it has the potential to hinder the achievement of the Sustainable Development Goals (SDGs), particularly in the aspect of inclusive and quality education. This study aims to analyze the factors influencing the Junior High School/equivalent GER in 38 districts/cities in East Java Province during the 2017–2024 period using a panel data regression approach. The results of the study indicate that the Gross Enrollment Rate (GER) for Junior High Schools in East Java Province from 2017 to 2024 exhibits a fluctuating pattern with clear achievement gaps between regions, where urban areas tend to have higher values than district areas. Economic and educational indicators showed pressure during the COVID-19 pandemic period in 2020–2021, but generally experienced recovery until 2024, with spatial patterns indicating a concentration of educational attainment and welfare in urban areas. The results of panel data regression modeling using the Random Effects Model (REM) indicate that the open unemployment rate, teacher-to-school ratio, teacher-to-student ratio, percentage of poor population, and population density have a significant effect on the GER for Junior High Schools in East Java, with a goodness-of-fit model of 13.65% and the remaining 86.35% explained by other variables outside the model.
