Abstract
Melalui PLN Unit Induk Pembangunan Maluku dan Papua, dilakukan perencanaan pembangunan infrastruktur sistem ketenagalistrikan di Pulau Buru, Maluku dengan pembangunan jaringan transmisi 70 kV GI Namlea - GI Namrole sejauh ±180 km dengan total 233 tower. Berdasarkan berita acara inspeksi Tahun 2023, setelah progress pembangunan telah mencapai 83%, terjadi longsoran (landslide) pada pondasi Tower Intersection Point (TIP) 182 di koordinat 260846.615 mE dan 9589587.101 mS yang menyebabkan penurunan pondasi Leg C serta keretakan tanah pada area sekitar. Keadaan tersebut memaksa para pelaksana proyek mengambil tindakan secara cepat demi mencegah keterlambatan penyelesaian proyek yang semakin lama. Lalu diputuskan dilakukan relokasi TIP 182 dari tempat semula. Penelitian ini bertujuan untuk mengevaluasi keputusan dalam penyelesaian permasalahan TIP 182 melalui identifikasi kriteria pemilihan alternatif penyelesaian, menganalisa alternatif penyelesaian terbaik menggunakan metode Analytical Hierarchy Process (AHP), kemudian mengevaluasi sensitivitas kriteria yang dipertimbangkan terhadap alternatif yang dipilih. Selanjutnya mengkaji rekomendasi alternatif terhadap keputusan yang sudah terlaksana di lapangan. Metode pengumpulan data dilakukan melalui Focus Group Discussion (FGD) untuk merumuskan kriteria dan alternatif serta survei kuesioner untuk penilaian bobot kriteria. Analisis data menggunakan pendekatan Analytical Hierarchy Process (AHP) untuk menentukan alternatif terbaik. Hasil pembobotan digunakan untuk menentukan prioritas dan peringkat alternatif. Hasil analisis AHP memberikan rekomendasi alternatif terbaik sebagai solusi penyelesaian proyek berdasarkan analisis formal. Alternatif terpilih dilakukan evaluasi komparasi dengan keputusan lapangan untuk mengetahui keselarasan antara kajian teoritis dan praktis. Hasil FGD menunjukkan bahwa 3 alternatif yaitu relokasi TIP 182, redesain tower 183, dan cutting slope serta 5 kriteria yaitu teknis, sumber daya, biaya, durasi, dan risiko dianalisis lebih dalam pada penelitian ini. Hasil pembobotan kriteria menunjukkan bahwa alternatif redesain tower 183 merupakan pilihan paling optimal untuk penanganan permasalahan pada tower TIP 182 di Pulau Buru. Hal ini diperkuat dengan hasil analisis sensitivitas dimana perubahan bobot prioritas kriteria teknis, sumber daya, biaya, durasi, dan risiko tidak secara signifikan mengubah posisi alternatif redesain tower 183 sebagai alternatif paling unggul dalam penyelesaian TIP 182. Berdasarkan hasil komparasi dapat disimpulkan bahwa terdapat keselarasan yang kuat antara rekomendasi penelitian dengan keputusan yang telah terimplementasi dilapangan. Keputusan lapangan yang diambil dalam kondisi mendesak merefleksikan trade-off strategis, bukan penyimpangan dari logika pengambilan keputusan.

Through the Maluku and Papua Development Main Unit of PLN, plans were made to develop electricity infrastructure on Buru Island, Maluku, with the construction of a 70 kV GI Namlea - GI Namrole transmission network spanning ±180 km with a total of 233 towers. Based on the 2023 inspection report, after the construction progress had reached 83%, a landslide occurred at the foundation of Tower Intersection Point (TIP) 182 at coordinates 260846.615 mE and 9589587.101 mS, causing the Leg C foundation to sink and the ground to crack in the surrounding area. This situation forced the project implementers to take swift action to prevent further delays in project completion. Then, it was decided to relocate TIP 182 from its original location.This study aims to evaluate decisions in solving the TIP 182 problem by identifying criteria in selecting alternative solutions, analyzing the best alternative solutions using Analytical Hierarchy Process (AHP) method, the evaluating the sensitivity of the criteria considered to the selected alternative. Furthermore, it examines alternative recommendations for decisions that have been implemented in the field. Data collection methods were conducted through Focus Group Discussions (FGD) to formulate criteria and alternatives, as well as questionnaire surveys to assess the weight of criteria. Data analysis used the Analytical Hierarchy Process (AHP) approach to determine the best alternative. The weighting results were used to determine the priority and ranking of alternatives.The results of the AHP analysis provide recommendations for the best alternatives as solutions for completing the project based on formal analysis. The selected alternatives are subjected to comparative evaluation with field decisions to determine the alignment between theoretical and practical studies. The FGD results showed that three alternatives, namely relocation of TIP 182, redesign of tower 183, and cutting slope, and five criteria, namely technical, resources, cost, duration, and risk, were analyzed in more depth in this study. The results of the criteria weighting show that the redesign of tower 183 alternative is the most optimal choice for handling problems at the TIP 182 tower on Buru Island. This is reinforced by the sensitivity analysis results, where changes in the priority weight of the technical, resource, cost, duration, and risk criteria did not significantly change the position of the TIP 183 redesign alternative as the most superior alternative in resolving TIP 182. Based on the comparative results, it can be concluded that there is a strong alignment between research recommendations and decisions that have been implemented in the field. Field decisions taken under urgent conditions reflect strategic trade-off, not deviations from decision making logic.
