Abstract
Eksploitasi sumber daya alam dan urbanisasi yang massif telah meningkatkan frekuensi bencana hidrometeorologis, seperti banjir, dan iklim yang tidak kondusif yang berdampak pada hilangnya inventaris hingga korban jiwa. Studi ini menjadi penting karena keberhasilan penganan pascabencana bergantung pada system logistic kemanusiaan yang komprehensif untuk pendistribusian bantuan vital seperti makanan, obat-obatan, dan air secara responsive. Tantangan utama terletak pada tingginya Tingkat kesulitan koordinasi antar Lembaga ditengah infrastruktur yang rusak dan kondisi geografis yang sulit, Dimana kegagalan distribusi dapat memicu konflik sosial serta pemborosan bantuan. Permasalahan dalam penelitian ini berfokus pada koordinasi rantai pasok kemanusiaan di Wilayah Sungai Jratun Seluna Jawa Tengah, yang secara khusus menyoroti bagaimana mekanisme push strategy dan mnimnya integrasi data menyebabkan ketidakefisienan dalam pengolahan inventory darurat. Untuk mengatasi persoalan tersebut, penelitian ini menggunakan pendektana Agent-Based Modeling. Metode ini mensimulasikan interaksi kompleks dan perilaku berbagai agen logistic secara realistis dengan memanfaatkan data historis, GIS, dan posisi setiap agent yang berkontribusi. Penelitian ini berhasil memvalidasi model simulasi berbasis agen dengan hasil yang menunjukan kombinasi koordinasi vertical-horizontal sebagai koordinasi yang paling efektif untuk menekan deprivation cost hingga angka 0.49 dan level stock A dan B sebanyak 4.56 dan 26.22. Dengan harapan model ini bisa menjadi alat bantu strategis bagi otoritas dalam mitigasi bencana banjir yang lebih luas.

The exploitation of natural resources and massive urbanization have increased the frequency of hydrometeorological disasters, such as floods, and unfavorable climatic conditions, resulting in the loss of inventory and even lives. This study is important because the success of post-disaster management depends on a comprehensive humanitarian logistics system for the responsive distribution of vital aid such as food, medicine, and water. The main challenge lies in the high level of difficulty in coordinating between agencies amid damaged infrastructure and difficult geographical conditions, where distribution failures can trigger social conflict and waste of aid.The problem in this study focuses on the coordination of the humanitarian supply chain in the Jratun Seluna River Basin in Central Java, which specifically highlights how the push strategy mechanism and the lack of data integration cause inefficiency in emergency inventory management. To address this issue, this study uses an Agent-Based Modeling approach. This method realistically simulates the complex interactions and behaviors of various logistics agents by utilizing historical data, GIS, and the position of each contributing agent. This study successfully validated the agent-based simulation model with results showing that a combination of vertical-horizontal coordination is the most effective coordination to reduce deprivation costs to 0.49 and stock levels A and B to 4.56 and 26.22, respectively. It is hoped that this model can become a strategic tool for authorities in mitigating wider flood disasters.
