Abstract
Industri perkebunan kelapa sawit merupakan sektor strategis bagi negara-negara berkembang beriklim tropis, khususnya Indonesia dan Malaysia yang menguasai lebih dari 80% produksi dunia. Namun, industri ini masih menghadapi tantangan berupa tingginya production loss Tandan Buah Segar (TBS) pasca panen pada perkebunan rakyat serta belum optimalnya pemanfaatan limbah pelepah sawit sebagai sumber nilai tambah. Kondisi tersebut mendorong perlunya pengembangan model perencanaan rantai pasok yang efisien dan berkelanjutan. Penelitian ini bertujuan mengembangkan model optimasi rantai pasok kelapa sawit berbasis Mixed Integer Linear Programming (MILP) yang mengintegrasikan aliran TBS dan pelepah dalam satu kerangka ekonomi, serta mengevaluasi dampak penerapan harvest smoothing terhadap kinerja sistem. Metodologi penelitian meliputi pengumpulan dan pembersihan data produksi aktual, penentuan fasilitas pengolahan pelepah melalui pendekatan fixed charge problem, formulasi model optimasi terintegrasi, serta penerapan harvest smoothing berbasis pemrograman linear untuk mereduksi fluktuasi produksi harian. Hasil penelitian menunjukkan bahwa model optimasi secara konsisten memilih pembukaan seluruh fasilitas pengolahan pelepah sebagai solusi optimal dengan total manfaat sosial sebesar Rp 211,2 juta. Pada skenario baseline, model menghasilkan nilai kinerja bersih sebesar Rp 438,89 miliar dan mampu menangkap trade-off antar tujuan secara konsisten tanpa pelanggaran operasional yang signifikan. Penerapan harvest smoothing meningkatkan stabilitas operasional melalui penurunan biaya dan kerugian produksi, meskipun nilai manfaat sosial dan ekonomi total sedikit menurun, dengan nilai kinerja bersih sebesar Rp 426,64 miliar. Secara keseluruhan, integrasi pelepah dan harvest smoothing terbukti meningkatkan efisiensi dan stabilitas rantai pasok kelapa sawit.

The palm oil plantation industry is a strategic sector for tropical developing countries, particularly Indonesia and Malaysia, which together account for over 80% of global production. However, the industry faces significant challenges, including high post-harvest production losses of Fresh Fruit Bunches (FFB) on smallholder plantations and the underutilization of oil palm fronds as a potential value-added by-product. These issues underscore the necessity for an efficient and sustainable supply chain planning model. This study aims to develop a palm oil supply chain optimization model utilizing Mixed Integer Linear Programming (MILP) that integrates the flows of FFB and palm fronds within a unified economic framework, while also evaluating the impact of harvest smoothing on overall system performance. The research methodology encompasses the collection and cleaning of actual production data, the determination of palm frond processing facilities through a fixed charge problem approach, the formulation of an integrated optimization model, and the implementation of harvest smoothing via linear programming to mitigate daily production fluctuations. The results indicate that the optimization model consistently recommends the establishment of all palm frond processing facilities as the optimal solution, yielding a total social benefit of IDR 211.2 million. In the baseline scenario, the model achieves a net performance value of IDR 438.89 billion, effectively capturing trade-offs among objectives without significant operational violations. The application of harvest smoothing enhances operational stability by reducing operational costs and production losses; however, total social and economic benefits experience a slight decrease, resulting in a net performance value of IDR 426.64 billion. Overall, the integration of palm fronds and harvest smoothing demonstrates a marked improvement in the efficiency and stability of the palm oil supply chain.
