Abstract

Penelitian ini bertujuan untuk menilai efektivitas sistem pengukuran kinerja yang diterapkan pada Divisi LOSD dan Divisi Quality Control (QC) Depo Lokomotif Sidotopo Surabaya serta merancang ulang Key Performance Indicator (KPI) agar lebih relevan dengan kebutuhan operasional dan selaras dengan sasaran strategis perusahaan. Permasalahan utama yang ditemukan mencakup keterlambatan penyusunan KPI, indikator yang kurang adaptif, ketidaksesuaian indikator terhadap kebutuhan lapangan, serta belum optimalnya integrasi pengukuran kinerja dengan strategi organisasi. Penilaian efektivitas dilakukan menggunakan metode Performance Measurement Questionnaire (PMQ) melalui empat dimensi: alignment, congruence, consensus, dan confusion. Hasil evaluasi menunjukkan adanya gap signifikan antara indikator yang dianggap penting dan indikator yang mendapatkan penekanan aktual, disertai ketidaksepakatan antar responden terhadap beberapa KPI yang digunakan. Selanjutnya, penelitian melakukan pemetaan ulang strategi menggunakan kerangka Balanced Scorecard (BSC) untuk memastikan keterhubungan antara sasaran strategis perusahaan dan depo. Berdasarkan hasil pemetaan strategi serta evaluasi PMQ, dilakukan perancangan ulang KPI. Prioritas indikator kemudian ditentukan menggunakan Analytical Hierarchy Process (AHP) dengan melibatkan supervisor dan teknisi. Penelitian ini menghasilkan 24 KPI baru yang lebih spesifik, terukur, relevan, dan adaptif terhadap kebutuhan operasional, yang mencakup perspektif keuangan, pelanggan, proses bisnis internal, dan pembelajaran & pertumbuhan. Rekomendasi diberikan dalam bentuk penyempurnaan formulasi KPI, digitalisasi pencatatan, peningkatan akurasi data, serta penguatan disiplin proses dan budaya keselamatan kerja untuk mendukung keandalan lokomotif.

This research aims to evaluate the effectiveness of the performance measurement system applied in the Locomotive Service & Depot (LOSD) Division and the Quality Control (QC) Division at the Sidotopo Locomotive Depot Surabaya, as well as to redesign more relevant and strategically aligned Key Performance Indicators (KPIs). Several issues were identified within the existing system, including delays in KPI formulation, rigid and less adaptive indicators, misalignment between indicators and operational needs, and the suboptimal integration of performance measurement with organizational strategy. These conditions highlight the need for a comprehensive assessment of the current system’s effectiveness. The study employs the Performance Measurement Questionnaire (PMQ) to examine the alignment of the existing performance measurement system through four key analyses: alignment, congruence, consensus, and confusion. Furthermore, the Balanced Scorecard (BSC) framework is used to remap strategic objectives at both the corporate and depot levels, ensuring that the proposed indicators reflect the strategic direction of the organization. The Analytical Hierarchy Process (AHP) is applied to determine KPI prioritization, involving respondents ranging from supervisors to technical inspectors. The results indicate that the existing performance measurement system has not been fully effective. Significant gaps were identified between importance levels and performance emphasis, along with perceptual differences among respondents and high variability in agreement levels. Based on the strategic remapping and PMQ–BSC analysis, a set of 24 new KPIs was developed, offering more specific, measurable, relevant, and adaptive indicators across the financial, customer, internal process, and learning and growth perspectives. Recommendations include refining KPI definitions, enhancing digital documentation systems, and strengthening safety culture and process discipline to support improved locomotive reliability.
