Abstract
Gula kristal putih merupakan komoditas strategis dalam sistem ketahanan pangan nasional Indonesia dan memiliki tingkat konsumsi yang terus meningkat, baik di sektor rumah tangga maupun industri. Namun, data menunjukkan bahwa produksi nasional belum mampu mengimbangi permintaan, sehingga terjadi defisit pasokan yang berdampak pada ketergantungan impor, fluktuasi harga, dan kerentanan industri gula. Permasalahan di sektor hilir industri gula Indonesia menjadi salah satu titik kritis yang menghambat tercapainya ketahanan pangan nasional. Rantai pasok hilir pabrik gula Indonesia masih menghadapi berbagai tantangan, seperti distribusi yang tidak efisien, fluktuasi harga yang tajam, dominasi pedagang besar dalam sistem pemasaran, serta keterbatasan infrastruktur logistik, seperti gudang dan transportasi terpadu. Salah satu masalah utama adalah ketidakmampuan pabrik gula untuk beroperasi secara efisien sehingga produktivitas masih rendah. Pemerintah dalam hal ini perlu merespons kondisi atau kinerja perusahaan Pabrik Gula. Berbagai kebijakan strategis telah ditetapkan seperti: Permenperin No. 47 Tahun 2024, namun keberhasilan implementasi atas kebijakan tersebut perlu mendapatkan dukungan dari stakeholder industri gula, salah satu diantaranya adalah PT X sebagai anak perusahaan BUMN di sektor agroindustri. Penelitian ini difokuskan untuk mengkaji secara mendalam berbagai langkah strategis yang dapat dilakukan oleh PT X dalam rangka meningkatkan produktivitas dan utilitas sumber daya pabrik dalam meningkatkan produktivitas pabrik gula PT X. Integrasi metode Delphi–DEMATEL–ANP menghasilkan tujuh strategi prioritas, dengan dua strategi tersebut menempati peringkat tertinggi dalam limit supermatrix, diikuti oleh optimalisasi proses giling, koordinasi produksi–pemasaran, sistem distribusi internal, penataan fasilitas, serta perawatan dan re-layout mesin. Hasil uji sensitivitas pada perubahan bobot 5%, 10%, 20%, hingga 30% menunjukkan bahwa urutan prioritas strategi tetap stabil, sehingga dapat disimpulkan bahwa hasil pemeringkatan bersifat robust dan konsisten secara sistemik. Temuan ini menegaskan bahwa strategi peningkatan produktivitas PT X yang paling adaptif dan aplikatif adalah strategi yang memperkuat fondasi sistem operasional secara menyeluruh, sehingga berpotensi meningkatkan efisiensi internal perusahaan sekaligus memperkuat kontribusinya terhadap pencapaian swasembada gula nasional.

White crystal sugar is a strategic commodity in Indonesia's national food security system and has a continuously increasing consumption rate, both in the household and industrial sectors. However, data shows that national production has not been able to keep up with demand, resulting in a supply deficit that has led to dependence on imports, price fluctuations, and vulnerability in the sugar industry. Problems in the downstream sector of Indonesia's sugar industry are one of the critical points that hinder the achievement of national food security. The downstream supply chain of Indonesian sugar factories still facesvarious challenges, such as inefficient distribution, sharp price fluctuations, the dominance of large traders in the marketing system, and limited logistics infrastructure, such as warehouses and integrated transportation. One of the main problems is the inability of sugar factories to operate efficiently, resulting in low productivity. In this regard, the government needs to respond to the conditions or performance of sugar factories. Various strategic policies have been established, such as Permenperin No. 47 of 2024, but the successful implementation of these policies requires support from stakeholders in the sugar industry, one of which is PT X, a state-owned enterprise subsidiary in the agroindustry sector. This study focuses on conducting an in-depth examination of various strategic measures that PT X can take to increase the productivity and utility of factory resources in order to improve the productivity of PT X's sugar factory. The integration of the Delphi–DEMATEL–ANP methods produced seven priority strategies, with two strategies ranking highest in the supermatrix limit, followed by milling process optimization, production–marketing coordination, internal distribution systems, facility layout, and machine maintenance and re-layout. Sensitivity test results for weight changes of 5%, 10%, 20%, and 30% show that the order of priority of the strategies remains stable, so it can be concluded that the ranking results are robust and systematically consistent. These findings confirm that PT X's most adaptive and applicable productivity improvement strategy is one that strengthens the overall operational system foundation, thereby potentially increasing the company's internal efficiency while strengthening its contribution to achieving national sugar self-sufficiency.
